TITLE: Web Database Application Developer
LOCATION: Kigali, Rwanda
DURATION: 4 years
BACKGROUND:
Management Sciences for Health (MSH) is a non-profit organization with a mission to close the gap between what is known about public health problems and what is done to solve them, particularly in developing and transitional countries. Headquartered in the United States, we have operations in more than 30 countries and employ staff from over 60 nations. The USAID-funded Integrated Health System Strengthening Project (IHSSP). Implemented by Management Sciences for Health (MSH), is a comprehensive Project of assistance, providing technical support to Rwandan’s health sector. IHSSP has primary’ responsibility for ensuring the provision of technical support to build and strengthen systems for information systems, financial systems, including Performance-Based Financing (PBF), human capacity development, quality assurance, and decentralization at the national, district and sector levels. IHSSP works with the government, civil society, and communities to strengthen health systems, develop preventive interventions, and improve the quality of health services. The IHSSP project (and the previous PBF project) has been providing support to a wide range of web-enabled database applications for the Ministry of Health (MOH) for the past 4 years.
The transition to web-based systems is a major strategy in Rwanda’s eHealth Enterprise Architecture framework.
OVERALL RESPONSIBILITIES:
The Web Database Application Developer will provide support for the design, implementation, maintenance and training of staff in the use of web-enabled database applications. The current portfolio of applications to be supported includes the Clinical PBF, Community Pl3F/Community HIS, Community-based Health Insurance (indicator database, population stratification and membership), Minister’s daily alert system, and the National Health Facility database. In addition, approximately 20% of the Developer’s time will be reserved to support other MSH projects in Rwanda (e.g. SPS), and within the region that are beginning to implement national PBF initiatives.
SPECIFIC RESPONSIBILITIES
• Assist with the design and implementation of web-based database applications for the M011 and other IHSSP client organizations.
• Maintain and troubleshoot the existing portfolio of applications. •
• Prepare and maintain systems documentation related to each of the web applications developed by the project.
• Oversee configuration, repair, upgrading of web servers used by the project to host MOH websites and database applications.
• Liaise-with the project’s Internet service providers. to ensure proper functioning of the office interact connections and web server currently co-located at RA4aTel.
• Work with the IT specialist to ensure proper backup of web databases and website content.
• Help to develop training guides/curricula and provide training to users of web-enabled applications developed by the project.
• Develop the capacity of MOH staff within the ICT department (programmers and help desk staff) to troubleshoot and develop web-based applications.
• Work with the Ministry’s eHealth team to help conceive and implement interoperability profiles for all IHSSP supported applications.
• Support other MS1-I projects in the region with the design and implementation of web-based database applications (approximately 20% of LOE).
QUALIFICATIONS
• Bachelor’s Degree in Information Technology or a combination of education and relevant experience.
• Advanced skills in database development especially using Open Source tools, including: MySQL, PUP, and Java.
• Experience creating and maintaining websites with web content management systems such as Joomla!
• Excellent written and oral communication skills both in French and English.
• Proven ability to work as part of a team and to be able to work independently.
• Experience in developing applications for project management and Monitoring and Evaluation in public and private sector organizations in developing countries.
