Title: Senior Technical Advisor: HIV Prevention
Location: Dar es Salaam, Tanzania
Period of Performance: 03/25/2012 – 03/24/2013

The objective of the Senior Technical Advisor: HIV Prevention position is to provide guidance and technical advice to CDC and USG interagency staff in the development, refinement, revision, and execution of HIV Prevention Programs.

Duties and Responsibilities:
• Advise Tanzanian staff and partners in meeting prevention targets outlined in the Tanzania Country Operational Plan (COP) as well as facilitate exchange of information with key Tanzania stakeholders.
• Advise the United Republic of Tanzania (URT) government and other key HHS partners operating in Tanzania on rapid scale up of prevention activities that support PEPFAR and the Global Health Initiative (GHI).
• Advise Tanzanian staff and partners in improving successful implementation of approved HIV Prevention activities.
• Provide technical advice and guidance to the Country Director and Associate Director of Program Services on planning and implementation of prevention programs, including establishments of new programs, resource allocation, and expansion of the URT supported programs.
• Monitor specific prevention programs and advises staff to program coordinators and officers in addressing and resolving complex program implementation issues and strategic decision making.
• Assists Country Director in collaboration with technical staff in Atlanta and other international bodies engaged in PEPFAR and GHI in Tanzania.
• Evaluates HIV Program implementation activities and makes recommendations base on available data.
• Provide support and work to strengthen efforts to build the capacity of Tanzanian staff from government involved with prevention activities.
• Provide mentorship and support to strengthen Tanzania’s efforts to build the capacity of staff on HIV/AIDS prevention activities.

Key Qualifications:
• Graduation from an accredited university with a Ph.D. in Epidemiology or medical degree from an accredited medical school.
• Ten or more years of education and experience in HIV/AIDS prevention and/or clinical service programming, preferably in resource-limited settings.
• Five or more years of experience working with PEPFAR funded programs preferred
• Demonstrated research expertise across the spectrum of quantitative and qualitative study design, implementation, analysis, publication and international human subjects issues preferred.
• Excellent time and project management skills.
• Level IV English proficiency required.
• Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
• Level I Kiswahili proficiency (preferred ).
• Prior experience working in Tanzania (preferred).
• Willingness and ability to work full-time and to be located in Tanzania strongly preferred.
