Location: Shinyanga
Overall Responsibility
• Under the guidance and technical leadership of Monitoring and evaluation manager, the program officer monitoring and evaluation will provide M&E technical support to health facilities in Shinyanga Region.
Specific Responsibilities
• Providing technical support to AGPAHI supported facilities in Shinyanga in M&E system for HIV care and treatment, PMTCT, EID, TB/HIV, SCM, and HIV counseling and testing in terms of data management, data collection, data analysis and review of site and program performance.
• He/she will be focal person for Shinyanga region in terms of M&E for AGPAHI HIV/AIDS programs and data feedback to NACP, AGPAHI sites, sub grantees and other key stakeholders.
• Training and capacity building;
• Site staff on the use of M&E tools, QI, data entry, data cleaning and back up
• Site staff in use of CTC2 database in production of monthly, quarterly reports and, generation of data queries, to monitor site performance and to send them -to AGPAHI, NACP and/or MOHSW
• Work with M&E manager to build capacity of RHMT and CHMT in maintaining quality during data entry, collection and recording, reporting and use
• He/ She will be responsible for timely and accurate reporting preparation of all AGPAHI program areas.
• He/ She will ensure coordination between AGPAHI and CHMT and RHMT in implementation of timely and accurate reporting of key program indicators and national indicators.
• To assure that data entry in the Glaser is done timely, . accurate and complete, in collaboration and supporting other field staffs who are involved in the same activity.
• To produce several standard reports from the Glaser for use in decision making and dissemination of lesson learnt as well as program performance to different stakeholders.
• Work closely with technical staff to support quality improvement activities; Perform QI performance measurement to all sites with QI project when time is due, Quarterly report on performed activities, challenges and lesson learnt concerning QI
• He/she will be a focal person for operational research activities going on in the AGPAHI field office.
• Perform other duties as assigned by supervisor.
Requirements:
Qualifications:
• Applicants should hold a degree in statistics, health sciences, public health, international health, or a related discipline. A background in medicine will be an added advantage.
• Training and experience in Monitoring and Evaluation and the development of M&E tools; preferably of HIV& AIDS interventions or a related field, or otherwise the capacity and motivation to acquire an in-depth knowledge of this field in a short time;
• Experience in developing and conducting training; data collection, design of forms and data collection tools, and data analysis
• Previous experience in program management; preferably under US Government regulations
• Previous reporting experience to US Government an added advantage;
• Computer literacy, with comfortable working experience with the basic Microsoft packages (Outlook, Internet, Word, Excel & power point) and preferably knowledge of statistical packages;
• Strong data management and analysis skills with experience in using Microsoft Access and Excel. Experience with SAS, SPSS, and STATA an advantage
• Good written and verbal communications skills it) English and Swahili
• Strong interpersonal skills and a team player
• Ability and willingness to travel up to 50% in-country
