POSITION DESCRIPTION
POSITION TITLE: Child Labor Technical Specialist
LOCATION: Tanzania UNIT: Empowerment & Civic Engagement
REPORTS TO: Project Director
PROGRAM SUMMARY:
The Child Labor Technical Specialist (CLTS) will be responsible for leading advocacy and policy work in collaboration with national and district level government authorities and other organizations that can help promote policies or awareness of child labour issues. This person will liaise closely with the Child Labor Unit in the Ministry of Labor as well as with other multi-stakeholder groups to support the implementation of the NAP and ensure the development of a national child labor monitoring system. The CLTS will also be responsible for providing technical support to district level government authorities to support their engagement in NAP implementation and CLMS. In addition to working with government/policy-makers and key national level stakeholders, this person works closely with the other staff members to coordinate activities and develop stakeholder relationships with civil society, labor unions, NGOs and other CBOs providing services to households and individuals vulnerable to any engagement in child labor or combatting child labor . The person will also be expected to work and coordinate actions with the International Labor Organization regarding support of the NAP and CLMS.
ESSENTIAL RESPONSIBILITIES:
• Serve as a child labor technical advisor and resource primarily to the Child Labor Unit and local- (district) level government authorities and also to the Ministries of Labor, Education, Health and Social Welfare and other relevant ministries as needed.
• Coordinate and lead policy and advocacy activities for the project.
• Lead multi-stakeholder meetings on a quarterly basis to discuss child labor policy and activities in Tanzania.
• Coordinate strategy and activities with any implementing partners, national & local government authorities involved in and responsible for economic development .
• Under the guidance of the Project Director, establishes and maintains close links to cooperate with the relevant Government departments, organizations, and non-governmental organizations in the planning and implementation of activities geared to improve the NAP
• Manage and mentor senior staff in child labor issues, including relevant policies, ILO guidelines and area-based approach methodologies.
• Coordinate closely on the data collection to measure impacts, incomes, household and business investments, and savings.
• Develops training and communications material, leads community asset appraisal, and works with the Program Director to coordinate activities and develop stakeholder relationships with the private sector and civil society (unions and NGOs).
QUALIFICATIONS AND BACKGROUND:
Education: Bachelor’s degree required (MBA or master’s degree preferred) in economics, agriculture/horticulture, environmental sciences or gender in development. Supplemental training in income generation/entrepreneurship, monitoring and evaluation , HIV/AIDS, gender analysis/mainstreaming, microfinance or statistics, preferred.
Work Experience:
• Minimum three years experience in leadership positions responsible for policy development and advocacy of child protection issues, including child labor .
• Must possess an understanding of child labor issues and experience working successfully with government ministries engaged in promoting improved livelihoods for households and the provision of social protection services, as well as experience working with employers’ organizations, trade unions, or comparable entities.
• Experience providing technical support to district and/or national level government .
• Experience identifying and working with local and international private firms to address child labor in supply chains.
• Experience working on community-based agricultural programs with local groups/organizations, including unions and NGOs.
• Experience working with community monitoring committees and establishing or strengthening child labor monitoring systems, preferred.
• Experience managing integrated US Government programs and budgets strongly preferred. Skills:
• Strong skills in financial management , writing, monitoring and evaluation required.
• Strong understanding of basic statistics.
• Excellent written and oral communication skills in English required, proficiency in Kiswahili preferred.
