Organizational Setting and Reporting
The Registrar is appointed by the Secretary-General. This position is located in the International Criminal Tribunal for Rwanda in Arusha, Tanzania.
Responsibilities
In accordance with the Statute and Rules and Procedure and Evidence of the Tribunal, the Registrar shall assist the Chambers, the plenary meetings of the Tribunal, the Judges and the Prosecutor in the performance of their functions. Under the authority of the President, the Registrar shall be responsible for the administration and servicing of the Tribunal and serve as its channel of communication.
Duties will include:
• Coordinate the substantive, technical and administrative support to the judges of the Tribunals in the adjudication of cases, including by monitoring and enforcing compliance with the Rules of Procedure and Evidence of the Tribunal;
• Make oral and written representations to the President or Chambers on any issue arising in the context of a specific case which affects or may affect the discharge of such functions, including that of implementing judicial decisions, as necessary;
• Coordinate and monitor the maintenance of the Tribunals’ register, the publication and dissemination of the decisions, rulings and judgements rendered by the Tribunal, in the required official languages, through the agreed media;
• Coordinate and monitor the maintenance of the Tribunal’s case law and jurisprudence databank;
• Manage and administer the human, financial and other resources allocated to the Tribunal, as necessary;
• Analyze implications of emerging issues in the Tribunal and make recommendations on possible strategies and measures.

Education
Advanced University Degree (Master’s degree or equivalent) in law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
Over 15 years of progressively responsible experience in law or related area, including extensive experience in court administration and management. A substantial part of that experience should have been at the international level, preferably in an international public organization. Thorough understanding of, and experience in, judicial structures and procedures is desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
English and French are the working languages of the Tribunal. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable.
Assessment Method
Evaluation of qualified applicants may include a competency-based interview.
Special Notice
The Registrar shall be appointed by the Secretary-General after consultation with the President of the Tribunal. He or she shall serve for a four-year term, subject to earlier termination upon the completion of the work of the Tribunal.
