Jhpiego,Chief of Party – Sauti Project Jobs in Tanzania

of Health, Community Development, Gender,
Elderly and Children (MoHCDGEC), the Tanzania Commission for AIDS (TACAIDS),
and civil society organizations to operationalize state of the art high quality
biomedical, behavioral and structural interventions for key and vulnerable
populations including female sex workers, men who have sex with men, and
adolescent girls and young women aged 15-24. The project works at the community
level to improve access to HIV prevention, treatment and care, and family
planning (FP) services and to address gender norms and prevent gender-based
violence (GBV).

• Provides
  leadership and strategic direction to ensure programmatic and financial
  integrity of the program to achieve rapid and sustained project goals,
  objectives and targets
• Ensures
  the program is technically sound, evidence-based and responsive to the
  needs of the country/region its people and donors
• Ensures
  that Sauti Technical Advisory Group meets on a regular basis to provide
  technical guidance and feedback to the program
• Ensures
  compliance with the program agreement results and cost-share requirements
• Develops
  and maintains strong working relationships and alliances with USAID,
  various Government of Tanzania ministries as well as implementing
  partners, civil society organizations, private sector partners and other
  key stakeholders
• Represents
  Jhpiego’s interests and present progress, achievements and lessons learned
  to USAID, MOHCDGEC, and key stakeholders in public and professional
  circles through meetings, conferences, presentations, and information
  circles
• Oversees
  and develops new public private partnerships to advance the project’s
  strategic goals.
• Provides
  technical leadership in the design, analysis, and synthesis of
  interventions
• Ensures
  the quality and sustainability of interventions in technical areas such as
  HIV testing and counseling, linkages to care and treatment, behavioral
  interventions, structural interventions, family planning, integration,
  gender equity and capacity building
• Oversees
  Sauti’s research agenda
• Advises
  counterparts on technical issues and participate in relevant technical
  advisory groups with counterparts and partner institutions
• Leads
  the annual work planning process in close collaboration with USAID,
  MOHCDGEC, project team and project partners
• Motivates,
  mentors, supports, supervises and manages a team of highly qualified staff
  and align their efforts to ensure rapid and sustainable results –
  including up to 8 direct reports and more than 150 indirect reports.
• Provides
  guidance, in collaboration with key staff specialists, to subcontractors
  and subgrantees and coordinate activities with other agencies
• Writes
  and/or reviews technical components of materials and publications related
  to the program and its development
• Ensures
  resources for program implementation are available
• Works
  with finance and project staff to develop and track project budgets
• Works
  with Monitoring and Evaluation (M&E) staff to develop M&E
  frameworks and effectively track data/results
• Works
  closely with Jhpiego home office staff to ensure effective, timely and
  coordinated project implementation
• Ensures
  compliance with USG and Jhpiego operational policies and regulations

• Advanced
  clinical degree and/or Master’s degree in public health or a related field
• 8+
  years’ experience as Chief of Party of large USAID funded programs with
  multi-partner consortium (both international and local NGOs)
• Demonstrated
  ability to manage large (funding range between $30-75M) USG-supported
  public health projects and budgets
• Technical
  expertise in a combination of HIV prevention, care and treatment for key
  populations and adolescents
• 10+
  years of professional, progressively more responsible, management
  experience in international public health programs
• Experience
  developing successful, replicable projects in East Africa
• Experience
  designing and managing complex HIV/AIDS, prevention, care and treatment
  programs, particularly those focusing on key and vulnerable populations
• Experience
  integrating FP and TB into HIV, MCH or other health programs
• Experience
  integrating gender equities and norms into programs
• Proven
  leadership skills and expertise in strategic program planning,
  implementation and management including leading annual workplans,
  incorporating national Technical Working Groups directives, and
  collaborating on local action plans
• Ability
  to build capacity and collaboration between governmental and
  non-governmental partners and other project implementers
• Experience
  designing and supervising activities with a facility/community interface.
  Has experience building the capacity of community based organizations to
  implement project activities
• Understanding
  of USG donor’s regulations and compliance, reporting requirements, and
  health strategic framework
• Ability
  to communicate effectively, instilling trust and confidence. Excellent
  interpersonal and written and oral presentation skills
• Ability
  to work in a complex environment charged with multiple tasks, short
  deadlines and intense pressure to perform
• Capacity
  for analyzing technical problems and issues that impede efforts to provide
  improved health care to populations; developing technical solutions to
  these problems/issues and assisting in the design of operational research
  that could yield appropriate solutions
• Team
  player accustomed to building team capacity, delegating working teams, and
  developing communities of learning among host country partners and
  counterparts
• Ability
  to travel in Tanzania and internationally
• Fluent
  in written and spoken English, Swahili language skills are a “plus”
