Grants Officer – Field (based in Kasulu with
regular trips to other field sites in region)
Responsibilities:
Proposal Development
- Coordination of proposal development
processes for camp-based refugee programming in close coordination with
program and operation teams, including preparation and maintenance of
the Grant Budget, Technical Narrative, Logframe, Budget Narrative,
concept notes and all other submission requirements.
- Ensure submission of high quality proposals
and concept notes, working closely with Technical Units, Awards
Management Unit and Business Development Unit.
- Work closely with DDP, GC and technical
coordinators to integrate SAP priorities into current camp-based refugee
programming.
- Ensure that all proposals and concept notes
are based on contextual reality, are responsive to the needs of
beneficiaries, and based on program gaps. This includes regular visits
to the camps, attendance at meetings and visits with partners and
donors.
- Current grant portfolio: PRM ($2.1M), UNHCR
($1.1M), UNICEF, UN Women ($400K), ECHO ($250K), RH internal funding.
Pending: MACF ($2M), ECHO COP (~$1M), UNFPA, DFID, Vodacom.
Award Management
- Ensure timely submission of all camp-based
refugee programming narrative and financial reports (includes: PRM, UN Women & UNICEF quarterly, UNHCR monthly
& semi-annual, SIDA and ECHO interim and final),
including review financial and narrative reports as per donor requirements,
ensuring they are complete, accurate and produced on a timely basis to
ensure adequate review, approval and submissions to donor/NY/UK.
- Work closely with consortium partners in the
field (Plan and Save the Children) on ECHO HIP project implementation.
- Work with Program staff to prepare
preliminary grant budgets to support realignments. Responsible for
communication with HQ on all realignment and any other donor requests.
- Coordinate and organize Grants Opening and
Closing Meetings in the field in a timely manner.
- Review Budget Versus Actual expenditure
reports include a brief commentary on matters arising as identified from
the report. Follow-up with program and operations team to ensure
spending is complete in timely manner.
- Ensure that all donor related information is
disseminated to program, finance and logistics staff to enable them
abide by donor rules and regulations
- Preparation of program adjusting journal
entries to reallocate/recode expenses and other charges
- Handle day-to-day issues that come up in the
field regarding grant management
Other
- Coordinate all requests for information from
NY/UK HQ teams, as well as donors and visitors to the
Kigoma/Kasulu/Kibondo offices, in coordination with DDP and CD.
- Manage the Information and Communication
Officer (I&CO) position to ensure smooth implementation of IRC’s
communication and information sharing strategy in the field, includes
guidance and capacity building. New strategies include: information
strategy for each sector, producing IEC materials, IRC newsletter
(including success stories), information booths in all camps, production
of a camp-based radio program.
- Review payroll and budget allocation for all
expat, national and incentive staff, in close coordination with HR and
finance departments.
- Support operations team with identification
of budget to support operation tasks.
- Capacity building to all field staff on
proposal and report writing, M&E, budget management and other issues
as needed.
- Provide administration management support to
Kids Rights project
- Support the Kasulu-based Field Coordinator
with any requests, as needed.
- Visit camp-based programs on a regular basis
- Serve as main channel of communication
between Dar office and field offices for grants and finance related
issues.
- Support the Finance Controller and Deputy
Finance Controller with any requests, as needed.
