Background
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others. We work with governments, civil society and international organisations in over 15 countries in Africa, Asia and Europe.
Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We have well-established programmes in Kenya, Uganda, Somalia and Southern Sudan. In addition, Saferworld supports regional and international conflict prevention and security processes. Saferworld headquarters are in London, with a regional office in Nairobi. The Uganda Programme is managed from Saferworld’s office in Kampala, where the Project Coordinator will be based.
In Uganda, Saferworld works on a number of strands of work, including:
Ensuring conflict-sensitive development, including through the Advisory Consortium on Conflict Sensitivity (ACCS). The ACCS consists of Saferworld, International Alert and Refugee Law Project and aims to strengthen the ability of key stakeholders in the Ugandan Peace, Recovery and Development Plan (PRDP) to effectively address conflict causes and contribute to building peace through their interventions.
Developing increased safety and access to justice in the Karamoja region
Conducting national level policy advocacy work on conflict-sensitive development, conflict prevention and security and justice provision
The Project Coordinator will be tasked with implementing specific activities within the above areas.
Roles and responsibilities
Project development
Develop, in collaboration with the Project Manager (ACCS) and the Team Leader, specific aspects of the ACCS and Karamoja strands of work, including developing conceptual and analysis frameworks for implementing conflict-sensitive and community security work.
Project implementation
Build relationships and partnerships with key stakeholders in national and local government, national and local civil society and international donors.
Provide technical advice, training, mentoring and analysis support to key stakeholders from government and civil society on peace, conflict and security issues.
In cooperation with partners, assist in researching and documenting case studies of good and bad practice in conflict-sensitive programming and community security work, and documenting effective methodologies developed in the course of the programme.
Coordinate and project manage the implementation of particular programme activities.
Communications and advocacy
Monitor debates on the implementation of key national policies like the PRDP and KIDDP in order to identify key actors, sectors or programmes to target for specific capacity-building support and in national policy advocacy work.
Contribute to research and writing of reports and briefings on conflict-sensitive programming, community security, and peace, conflict and security issues affecting Northern Uganda and Karamoja, and use these outputs to influence decision-makers from government, the international community and civil society.
Represent Saferworld at meetings, seminars, coordination fora and other events, acting as spokesperson as appropriate.
Funding and operations
Assist in producing financial reports, donors reports, and monitoring and evaluation frameworks for the donors.
Prepare estimates for budgeted activities and coordinate, with Project Manager and Team Leader, monitoring of project expenditure in liaison with the Operations Coordinator.
Person specification:
A Master’s Degree in a relevant subject (e.g. peace/conflict studies, development, international relations) or equivalent professional experience is essential
Demonstrated project management skills.
A minimum of three years relevant conflict prevention, peace-building or conflict-sensitive development experience working with governments and/or non-governmental organisations.
Solid understanding and experience in engaging with civil society and governments, networking and capacity-building, including training/facilitation skills
Experience and knowledge of peace and security issues in Uganda are essential.
Knowledge and understanding of either the links between conflict, peace and development or security and justice sector issues would be essential; knowledge of conflict-sensitive development and community security methodologies and principles would be desirable.
Ability to work on his/her own, with proven track record of working effectively as part of a team with demonstrated organisational skills.
Fluency in English (written and spoken) is essential.
Good communication and interpersonal skills and ability to work in a non-partisan manner appreciating cultural and ethnic diversity.
Strong analytical skills would be beneficial.
TERMS AND CONDITIONS
Term of contract: 12 months (renewable)
Probation: There will be a probationary period of three months.
Holidays: There are 25 holidays a year (January-December) in addition to agreed Ugandan public holidays.
Salary range: UGX 5,000,000-6,500,000 gross per month, commensurate with experience

Hours: Standard working week is 37.5 hours a week. However, the demands of the job are likely to be such that a willingness to work longer hours, as required, will be necessary.
