Church of Uganda – Provincial Secretariat Procurement Officer Job Vacancy in Uganda

is seeking for a suitable person to fill the following positions:

Reports
to:
Provincial Secretary
Main
purpose:
To perform duties of
corporate administration that includes the planning and management of all
purchases for office use, handling tenders, managing suppliers
Key
result areas:
  1. Prepare the departmental
    procurement plans in consultation with the respective Management Team
    members.
  2. Recommend and keep track of all
    the insurance policies for the buildings, staff, vehicles, and equipment
    and ensure that the policies are kept up-to date through regular liaison
    with the Church of Uganda’s insurance broker.
  3. Purchase all Church of Uganda
    supplies in accordance with the laid down rules and procedures and approve
    issues on requisition.
  4. Solicit bids for works, suppliers
    and services.
  5. Prepare bid documents in
    consultation with the relevant departments for the consideration of the
    Procurement Committee.
  6. Coordinate and supervise
    activities of the contracted service providers.
  7. Keep cash imprest for various
    administrative expenditure
  8. Communicate, and liaise with the
    contractors and service providers
  9. Ensure adherence to Church of
    Uganda Procurement Policies and regulations
  10. Arrange for the disposal of Church
    of Uganda’s boarded off assets.
  11. Prepare quarterly reports for the
    Procurement Committee and any such reports as may be required from time to
    time.
  12. Support the functioning of the
    Procurement Committee and implement the Committee’s decisions.
  13. Act as Secretary to the
    Procurement Committee.
  14. Perform related official work as
    assigned by the Provincial Secretary and Management Team from time to time
Requirement:
KNOWLEDGE,
SKILLS AND EXPERIENCE:
  • First degree in any of the
    following disciplines: Procurement and Supply Chain Management,
    Procurement and Logistics Management.
  • Full or part qualification of Chartered
    Institute of Purchasing and Supply (CIPS) will be added an advantage.
  • Good computer skills in use of MS
    Excel, Word and any relevant accounting package will be added advantage.
  • Should have a blended considerable
    experience in the area of managing Procurement or/ and Purchasing, three
    years minimum
  • Good knowledge of the principles
    and practices of procurement and supply chain management.
  • Should be well versed with the
    national standards in managing procurement and contracts.
  • Should be a very ethical, a good
    writer, speaker, well organized in his/her of doing things and careful
    person in dealing with people at different levels.
