GOAL Uganda’s country programme focuses on two of three of GOAL’S stra¬tegic sectors namely, Health (including WASH and HIV) and Livelihoods. In the Livelihoods sector, GOAL Uganda will be implementing a collaborative project focusing on building productive assets at the community level through a Cash for Work (CFW) approach in the Abim District in the Central region of Karamoja. This project will directly address the
overall objective of the Karamoja Livelihood Programme (KALIP) to “protect and enhance the incomes and food security of agro-pastoral communities and support them in building up their own productive asset base” and the specific objective “productive assets built through labour intensive works and capital injected in the local economy”. GOAL is currently recruiting for the following positions based in Abim District.
The WASH Programme Advisor will both;
1. Provide WASH Technical Support for all of GOAL Uganda including rep¬resentation; and;
2. Project Manage the Bugiri/Namayingo WASH Project
The WASH Programme Advisor will be responsible for reviewing and develop¬ing strategies and policy for GOAL Uganda to improve future effectiveness and impact. He/she will be responsible for learning and building on current successes to ensure that the vast investments in hardware which the Govern¬ment of Uganda, GOAL, its donors and other development actors have made are used well and remain functioning for years to come. The incumbent will work with the WASH teams, but also the Livelihoods, Environment and DRR Advisor, HIV and Health teams, our grassroots partners and local Govern¬ment to ensure that our programmes provide integrated benefits to those we support.
Essential Requirements
• University degree in public health or related discipline Minimum of two years actual project management experience with a strong focus on hygiene promotion and capacity building
• Proven ability to write good project concepts, familiar with logframes and monitoring and evaluation frameworks Proven ability to develop successful donor proposals and high quality reports
• Good English and written skills
• Working knowledge of computer packages MS Word, Excel and email communication
• Working familiarity with CLTS methodology Working familiarity with pump mechanics associations
Working familiarity with WASH hardware and engineering
Desirable
• Experience of working for international organisations and international NGOs
• Working knowledge of major donors government development
• University degree or diploma in any Engineering discipline
