Resettlement Officer

Reporting to:
Resettlement Specialist

Assist in
coordinating with Resettlement Action plans (RAP) developers, RAP implementers,
design consultants, constr

uction enterprises, supervision consultants,
implementing Entities, relevant local, regional and national authorities and
other pertinent entities implementing Compact projects to oversee and manage
the development and implementation of Project-specific Resettlement Action
plans (RAPs) and assisting in the supervision of the implementation of RAPs and
ensuring that all RAPs and implementation arrangements are consistent with the
approved project-specific RAPs and are consistent with the principles of
international Finance Corporation (IFC) Performance Standard on Land
Acquisition and Involuntary Resettlement (IFC PS – 5)

Coordination of all
activities related to voluntary and involuntary land acquisition, resettlement
and displacement related to Compact projects, Coordination with entities
implementing Compact –Malawi, other Govt authorities and MCC, projects to
develop and implement Resettlement action n plans (RAPs) as approved by MCC,
Coordination with RAP developers, RAP implementers, Consulting Engineer,
Implementing Entities and other pertinent entities to ensure that detailed
designs and bid contracts incorporate resettlement issues and appreciate access
to site information and work with all relevant parties to further reduce
involuntary resettlement if possible consistent with the principle of the IFC
PS – 5, Ensuring that all RAPs are consistent with the IFC Performance Standard
on Land Acquisition and Involuntary Resettlement and MCC policies, including
MCC Environmental Guidelines Development of terms of Reference (TOR) related to
post – evaluation of settlement impacts as needed, Making frequent visits and
inspections to zones where resettlement or displacement is occurring and
participation in meetings with all relevant consultants and contractors,
Perform other tasks and responsibilities related to resettlement as requested
by the Resettlement Specialist

A Bachelors Degree
in Social Science, Land Tenure, and any other field related to Involuntary
resettlement and land acquisition with specialisation in property valuation
cadaster or any other relate field

Minimum of 6 yrs of
professional experience in a relevant sector, including experience in land
transactions property evaluation etc, Demonstrated knowledge of Malawian land
and real estate cadastres and resettlement legislation, experience developing
and/or implementing Resettlement Action Plans consistent with World Bank OP 4,
12, IFC PS – 5 or other multi-lateral or bilateral donor resettlement
procedures environmental and social impact assessments, Experience in bilateral
donor procedures for environmental and social impact assessments and gender
integration practices will be an added advantage, Experience in conducting
Public Consultation meetings and management of resettlement programs,
Willingness to undertake  regular field visits and interact with different
stakeholders, Demonstrated oral and written communications skills in order to
interface with a variety of stakeholders, Proven ability to work in a national
as well as international context, Demonstrated professionalism, good judgement
and flexibility to work as necessary outside normal work hours to meet the
deadlines and needs of the position, Ability to work with multidisciplinary
teams and institutions, Responsible and flexible attitude and capacity to
manage a variety of tasks and with minimal supervision, Excellent written and
verbal communications skills in English, Computer skills (MS Office and
familiarity with project management software, such as MS Project), Experience
in working with international financial institutions and other donor
organisations will be an added advantage e
