Proposal Summary: **
MSI anticipates an upcoming proposal for a five-year project where the primary
purpose will be create a multi-level monitoring and evaluation system for the
National Reading Programme to assist the Government of Malawi’s (GoM’s) efforts
to improve the reading skills of Malawian students nationwide. The following
objectives will be the focal points: 1) National Reading Assessment instituted;
2) Universal school–level utilization of assessment strategies and techniques
for reading instituted; 3) Community-level capacity for the performance and
informed use of reading assessments instituted; and 4) Integration of reading
assessments into National Reading.
Position
Summary:
MSI is seeking a long-term Monitoring, Evaluation, and Learning Advisor having
experience in overseeing a monitoring, evaluation and learning system of
broadly comparable size and scope to that project. This position will report
directly to the Chief of Party and should have a demonstrated experience in
relevant data collection and processing methodologies, and with regard to
ensuring data quality.
Responsibilities:
- Support
the design and manage the implementation of MEL organizational capacity
assessments with grantees, and tailored technical assistance activities
that are informed by assessment findings. - Provide
direct MEL technical assistance and support the Ministry of Education and
USAID/Malawi: developing theories of change, developing and refining
indicators to measure progress at the output and outcome levels,
developing and piloting data collection tools, data storage and analysis
processes, and using data to report progress and learn. - Ensure that
grantee MEL strategies align with research good practice with respect to
monitoring education programs and academic interventions. - Review
qualitative and quantitative data collection instruments. - Supervise
and/or lead data quality assessments. - Supervise
and/or lead the analysis of performance data. - Present
monitoring findings. - Develop
short analytic reports using performance data. - Ensure
consistency of data collection/storage procedures among grantees who are
reporting to cross cutting/portfolio level indicators. - Assist
with data aggregation as required. - Ensure
that grantee MEL activities are positioned to support a planned external
evaluation of the portfolio. - Support
the facilitation of multi-day MEL capacity building workshops in Lilongwe. - Develop
short analytic reports using performance data. - As part
of the senior leadership team, manage staff to ensure smooth workflow.
Qualifications:
- Master’s
Degree in the monitoring and evaluation (M&E) field. - Eight
(8) years of experience working in M&E sector out of which at least 5
(five) years of experience with ME&L for reading assessments and
analysis. - Demonstrated
experience in overseeing a monitoring, evaluation and learning systems of
broadly comparable scale and scope to that required for YESA. - At
least five (5) years demonstrated experience in relevant data collection
and processing methodologies, and with regard to ensuring data quality and
demonstrating increased level of responsibility. - Demonstrated
relevant technical abilities necessary for high-quality M&E. - Strong
demonstrated capacities for spatial analysis including the use of
geographic information systems. - Fluency
in spoken and written English. - Strong
analytic experience with and reporting of performance data. - Proficient
in MS Excel and PowerPoint. - Experience
with data visualization products and software, a plus. - Experienced
