and update FAWE Administration and Finance Procedure Manuals
Background
As a national chapter of the Regional
Pan-African Forum for African Women Educationalists (FAWE), FAWE Rwanda 
is a non-pro

fit membership organization that brings together women and men
interested in promoting girls’ and women’s education and development in Rwanda.
Since its inception in November 1997, FAWE Rwanda has grown to become a
reputable partner and focal point of girls’ education in Rwanda.

Our mission is to promote gender equity
and equality in education by fostering positive policies, practices and
attitudes towards girls’ education. This is done through the implementation of
a number of programs that address different issues that hinder girls’
education. These programs  are funded by different donors.
Rationale
In order to facilitate the
implementation of its programs, FAWE Rwanda developed internal procedures and
policies as guides to operate efficiently with minimal resources available in
order to realize tangible outcomes for the girl child’s education in Rwanda.
These include the Administration and Finance, as well as the Staff Policy and
Procedure Manuals among others.
However, these tools have been
overtaken by events and time, and so need to be reviewed and updated so that
they can fit in FAWE Rwanda current operations respecting national laws
governing labor and local NGOs at the same time. Moreover, there is need to
consolidate and harmonize different implementation and reporting guidelines
from different donors. It is against this background that an experienced
consultant is being sought to do this review assignment.
Main objective of the assignment
The main objective of the assignment is
to review and update FAWE Administration and Finance, and Staff Policy and
Procedure Manuals and come up with a comprehensive Operational Manual that can
effectively support the organization to perform effectively and
 efficiently.
Scope of work
The Consultant is expected to undertake
the following activities:
  1. Review
    FAWE Administrative manuals to identify areas that need to be updated;
  2. Analyze
    and address the gaps in the existing manuals and develop specific
    regulations and procedures that allow quick and quality service;
  3. Update
    the manuals including finance management, internal control system, human
    resource management, travel policies, property management procedures
  4. Come
    up with aset of reviewed tools of administration and finance for FAWE
    specifically for Logistics Management, Finance, HR, procurement and
    General Administration.
Key Deliverables
  • An
    inception report showing the Consultant’s understanding of the assignment,
    its objectives and expected outputs, any comments on the current terms of
    reference and approach towards achieving the assignment objectives.
  • A
    chapter that covers contextual and situational analysis with an aim of
    projecting FAWE as a center of operational excellence compared to other
    national and international NGOs .
  • A
    draft review report covering all FAWE Administrative elements
    incorporating new rules of procedures and guidelines meeting national
    requirements and of international standards that promote ethical
    operations for FAWE Rwanda.  
  • A
    final well-articulated reviewed report that elaborates rules and
    procedures guiding FAWE and its staff for Logistics Management, HR,
    Finance , Procurement and Administration.
  • Standardized
    documents (templates/forms) for administration purposes.
These shall be presented to FAWE Secretariat
Management and other relevant organs as may be deemed fit by the Secretariat
for validation.  
 Key Qualifications, Experience
and Skills
The Consultant should possess the
following skills and competencies:
A minimum qualification of a Bachelor’s
degree  in Human Resource Development, Public Administration, Social
Sciences or any other relevant fields with  experience in conducting
similar assignments. He/She should have excellent analytical, documenting and
report writing skills.
Duration of Assignment
The assignment is a full time
engagement of fifty (45) working days
 Supervision and Reporting
The Consultant will report to the
National Coordinator of FAWE Rwanda who will be  responsible for approval
of all deliverables.  The Consultant will work on a day-to-day basis with
FAWE staff team and will occasionally be guided as and when need arises.
