PURPOSE OF POSITION:
Provide
strategic leadership and support to the South Asia & Pacific Region in
evidence based quality assurance and knowledge management. This includes
ensuring robust quality assurance and accountability mechanisms are in place to
demonstrate World Vision’s strategy impact and position World Vision as a
credible voice on CWB (Child Well-Being), child right and humanitarian issues.

KEY
RESPONSIBILITIES:

- Leadership:
- Lead the development of a regional evidence
base framework that demonstrates regional CWB impact and strategy
achievement. This includes business processes to supports decision making
and positions World Vision externally with peers and industry leaders. - Ensure quality assurance capacity building is
appropriately captured within strategic management processes,
organizational capacity, investment and business plans. - Provide leadership to the quality assurance
and knowledge management team and build a community of practice across the
region. - Support and advise regional leadership on the
needs and requirements to ensure the delivery of quality assurance and
knowledge management at a regional and national office level. - Foster strategic external networks and
relationships to maximise strategy impact, broaden learning and promote
organisational excellence in quality assurance. - Lead regional quality monitoring and reviews,
meta-evaluations, research projects with external networks and academics
for strategic learning and positions WV as a credible voice on CWB, child
rights and humanitarian issues. - Practice servant leadership and be a role
model for the staff team, peers and others.
Strategy:
- Advise and support regional leadership on matters
related to quality assurance, programme quality standards, performance
dashboards, DME, LEAP 3.0, O4, Child Wellbeing reporting, benchmarking and
evidence building. - Strengthen the process at the National Office
level in cascading the Organization Strategic Objectives into the
programme design, using the programme quality standards reference. - Strengthen the process and mainstreaming of
the Balance Score Card monitoring and reporting process in National
Offices (NOs) and Regional Office. - Strengthen the programme/project management in
alignment to the strategic objectives and the programme design at the
Regional Office and National Office level. - Strengthen the quality of child well-being
reporting across the region. - Strengthen data driven decision making,
ensuring that findings and insights are incorporated into strategies and
performance management tools. - Ensure national offices have robust quality
assurance processes in place and escalate issues to regional leadership if
gaps in performance are not addressed. - Explore opportunities for external
benchmarking to ensure World Vision’s programmes and organizational
learning is comparable to peer organizations. - Strengthen Support Office engagement within
the region, supporting the implementation of O4 recommendations and
streamlining touch points with National Offices. - Contribute to Programme Support Teams and
strengthen GTRN as Partnership processes for streamlined engagement and
cost efficient deployment of technical resources. - Strengthen linkages with Vision Fund
International and identify opportunities for collaboration & leverage
within existing / future ministry designs in the NOs.

- Develop a common set of definitions for
quality assurance, knowledge management & evidence base within the
region to ensure that all stakeholders have a common language and
understanding. - Ensure all National Office strategies have
appropriate quality assurance mechanisms to improve programme quality and
strengthen knowledge management for all ministries and business functions. - Ensure all National Offices have the
organizational capacity required to deliver strategic objectives for
quality impact and overall organizational performance. - Ensure all National Offices invest appropriately
to strengthen quality assurance and knowledge management. - Advise and support regional leadership in
addressing performance gaps and compliance issues relative to quality
assurance at the National Office and Regional Office level. - Monitor and assess CWBT readiness per the
partnership guidelines and capacity requirements. - Advise and support National Offices on all
aspects relating to quality assurance, including the Programme Quality
Standard, GNOD/PCR, Programme and Project Management, LEAP 3.0, O4 and
Child Well-being Reporting. - Equip National Offices to provide peer support
for quality assurance and knowledge management. - Support the development of global processes
& tools for quality assurance including programme quality standards,
child well-being reporting guidelines, programme design as required by
Global Integrated Ministry teams.
Operation

- Maintain and enhance the regional balanced
scorecard to ensure that regional reporting is aligned with the global
scorecard/performance monitoring framework. - Provide quality assurance input into the
business planning process both as part of the National Office process and
within the Regional Office. - Support regional reporting and analysis on
strategy execution especially in relation to overall quality assurance,
programme quality and progress being made towards strategic objectives
6&7. - Identify research topics of interest to
regional leadership and oversee the development of high quality white
paper publications highlighting World Vision’s operations & impact
addressing particular development issues. - Strengthen linkage between the Regional
Strategy & Quality Assurance functions to ensure that there is better
end-to-end alignment of priorities and appropriate feedback mechanisms. - Strengthen the linkage between the Regional
Quality Assurance function and Communications & Public Engagement to
ensure that programme quality priorities are guided by strategic
relationships & deliverables for these teams.
Knowledge
Management:

- Create learning opportunities with external
organizations to encourage ongoing performance improvement. - Encourage mutual learning between National
Offices within the South Asia & Pacific Region and between other
regions. - Build capacity within the regional strategy
network and the National Office programme quality teams through regular
learning and opportunity for project based peer support. - Ensure that the region builds an evidence base
of best practice approaches in programmatic and functional areas that
support World Vision’s regional positioning and external engagement.
Other/General:
- Act as a strategic link and focal point for
the transition towards the O4 operations. - Ensure team members have individual work
plans, performance agreements and are able to achieve personal development
objectives. - Develop and maintain networks with other
INGOs, UN agencies, business entities etc. - Lead and support Christian activities that
enrich and develop mutual growth. - Carry out additional responsibilities and
projects as assigned by supervisor, including administrative and planning
functions.
KNOWLEDGE,
SKILLS & ABILITIES:
SKILLS & ABILITIES:
- Required:
- Advanced degree (e.g. Master’s degree in
social science, development studies or other professional degree) or other
relevant degree or experience . - Program and Research Design and
Implementation. - Knowledge of various technical sectors of
development such as food security, primary health care, micro enterprises
development, etc. - Excellent presentation and communication
skills. - Proposal and report writing skills.
- Knowledge in performance management.
- Demonstrated collaboration & team building
skills. - Minimum five years experience in relief and
development work, out of which three years in grassroots relief and
development work. - Minimum of 5 years experience in monitoring
and evaluation work and social research. - Experience in organization and facilitation of
training programmes including facilitation of virtual training. - Some level of travel (up to 30%) is expected
within the region and to other places. Some travel may be in remote
location with minimal facilities. - This role involves the facilitation and
coordination of a virtual, geographically dispersed team.
Preferred:
- Understand Programme Design Best Practice and
Familiar with World Vision’s LEAP framework & design, monitoring and
evaluation (DME). - Basic Statistical Analysis using computer
programs. - Coaching & Mentoring.
- Management Skills.
- Experience in the development of DME related
technical resources.
