World Vision International Integrated Programmes Director Job Vacancy in Kigali, Rwanda

PURPOSE OF
POSITION:
To lead,
develop, direct and manage all aspects of World Vision’s Programmes in Rwanda
including grants, sponsorship, and humanitarian emergency programmes ensuring
that the ministry achieves optimum impact on child well-being as well as attain
organizational Vision, Mission and core values. The director ensures that World
Vision Rwanda (WVR) upholds the integrated focus of WVR’s ministry which is
child

focused, Christian, and community based, and that it complements the
plans of the Government of Rwanda. He/She ensures that WVR is accountable to
all partners and that all work is of the highest standard, cost effective and
adheres to standards and policies of World Vision International.The Integrated
Programmes Director (IPD) will assist the National Director in overall
coordination, implementation and supervision of all resources and operations.
Key areas include resource acquisition, staff capacity building, monitoring,
technical soundness, oversight of programme activities and reporting.

KEY
RESPONSIBILITIES:
Strategic
Thinking:
  • Provide thought leadership to the integrated
    programmes team.
  • Provide thought leadership into the process of
    programme design, national office strategy development and ensure its
    implementation.
  • Ensure that the national office strategy is
    ambitious, relevant to community and country context and aligned to WVI
    global strategy.
  • Ensure that national office strategy is
    understood and cascaded to all levels of the programmes division.
  • Promote innovation among the IPD team to
    maximise ministry growth and impact.
Leadership:
  • Provide leadership, support and coordination
    in the implementation of ongoing grants, Area Development Programmes
    (ADPs) and other special projects.
  • Uphold WVI Vision, Mission core values and
    partnership standards and practices.
  • Demonstrate management of board relations for
    the organization.
  • Build a strong programmes team.
  • Provide an environment where teams can share
    experiences and best practices.
  • Develop national operation plan ensuring that
    it is in accordance with national and global strategies.
  • Provide leadership in capacity building of
    program staff in development and key programming areas.
Relationships:
  • In collaboration with the National Director,
    develop and maintain productive and effective relationships with the
    Support Offices, the Regional Office, and the International Headquarters.
  • In consultation with the National Director,
    develop and maintain good relationships with major (government/private)
    donors and World Vision Support Offices.
  • Develop and maintain productive relationships
    with other divisions.
Ministry
Effectiveness:
  • Ensure integration of all programs/projects
    and grants.
  • Provide leadership in the area of humanitarian
    emergency affairs, advocacy and Transformational Development (TD).
  • Ensure integration of economic development in
    all WVR operation areas and programmes as a strategic thrust for
    sustainability.
  • Position World Vision as a leading NGO in
    promoting the well-being of children and children rights within the
    country context.
  • Ensure that WVR is a force to reckon and a
    strong advocate for children within civil society.
  • Represent WVR to communities within WVR
    operation areas.
  • Represent WVR to the government, church major
    donor urgencies, ministry partners, and non-governmental agencies.
Resource
Acquisition:
  • Direct and focus private and public fund
    acquisition and integration.
  • Build a healthy balance in proportion and
    integration of various funding sources.
  • Ensure that all grant and sponsorship projects
    uphold high accountability standards to donors.
Staff
Capacity and Performance Management:
  • Champion professional and personal IPD staff
    development to ensure that WVR strategic objectives are achieved.
  • Ensure timely recruitment of high caliber
    staff.
  • Ensure continued implementation of WVR staff
    capacity building programme.
  • Ensure that accountability and performance
    management measures and standards are adhered to for ministry
    effectiveness.
  • In coordination with Human Resources, provide
    leadership and support to the Operations Management Team to ensure
    effective management of their teams.
Stewardship
and Accountability:
  • Ensure regular reviews of all programs’
    budgets project funding, expenditures and accomplishments of ministry
    objectives.
  • Ensure that recommendations from audit reports
    and audit findings (relating to program operations) are addressed and
    implementation plans and developed and implemented.
KNOWLEDGE,
SKILLS & ABILITIES:
Required:
  • Bachelors’ Degree in rural development,
    agricultural sciences, social sciences or other development related field.
  • A minimum of 10 years experience in
    development work preferably within World Vision.
  • At least two years senior management
    experience or middle level management experience.
  • Proficiency in the English Language.
  • A mature Christian with evidence of mature
    faith.
  • Evident Vision and passion for the poor.
  • Skills in project management, design
    monitoring and evaluation.
Preferred:
  • Master’s degree in a development related field
    – Management experience in an organization with at least 300 national and
    international staff.
  • Must have people management skills with
    ability to lead inspire and mentor subordinates to achieve highest
    results.
  • The position requires a systems thinker an
    analytical and critical thinker capable of questioning assumptions and
    proposing suitable and practical solutions.
