 Duties
and responsibilities:

Under
the direct supervision of the Deputy Country Director, the Procurement Officer
NOB will be responsible for the following duties:
  • Solicit
    and analyze quotations , recommend award of purchase order and prepare
    purchase orders
  • Review
    purchase requisitions for compliance with procedures and specifications.
  • Prepare
    Food Contracts, Commodity Contracts Transport Insurance’s for the country
    Office and follow up closely on Food Contracts related to the Country
    Office and other country offices ensuring timely delivery of food
    commodities.
  • Draft
    and prepare correspondences to respond to all enquiries (including
    regional) in respect to relevant procurement matters (primarily for food
    items).
  • Ensure
    data integrity (of food commodities) in the database, analyze results, and
    initiate corrective actions when necessary.
  • Provide
    training and guidance to staff on food and non-food procurement
    procedures.
  • Provide
    management with technical advice on Food and Non-food Procurement Matters
    as well as advice Food Procurement Contract Committee and Non-Food
    Procurement Committee on procurement guidelines.
  • Coordinate
    and Facilitate negotiations for Food Procurement.
  • Run
    System queries, prepare reports and procurement activity.
  • Prepare
    Import parity forms for confirmed Country Office contributions.
  • Provide
    operation support to Purchase for Progress (P4P) through procurement
    trainings on WFP procurement and food quality requirements.
  • Build
    on the knowledge gained and advise the Head of the Unit on operational
    constraints and recommend solutions with regard to food and non-food
    procurement.
  • Facilitate
    and attend the One UN procurement technical team process.
  • Advise
    regional technical  procurement focal points on prevailing local
    market situation for commodity purchases to facilitate an optimum regional
    supply chain,
  • Any
    other related duties as required by the supervisor.
Minimum
qualifications:
Education: 
Master
degree or equivalent in one of the following disciplines: procurement, supply
chain management, business administration, project management, commercial law,
engineering, legal, accounting or other related field.
Experience:
At
least three years of postgraduate professional experience in procurement.
Proven experience in working with partners such as the Government, UN sister
agencies, national and international NGOs.
Knowledge:
Training
and/or experience utilising computers, including word processing, spreadsheet.
Language
Fluency
in both oral and written communication in English or French, and a working
knowledge of the other. Fluency in Kinyarwanda.
Desirable
Knowledge and Skills (
Additional skills which the candidate should
possess to provide a competitive edge versus other candidates):

Proven experience of
managing procurement. General knowledge of UN system policies, rules,
regulations and procedures governing administration. Training and/or experience
utilising standard WFP software packages and systems. Proficiency in both oral
and written communication in French and English. In depth knowledge of UN Food
Procurement, substantial knowledge of the national and regional commodities
food markets. General knowledge and experience in quality assurance and
warehousing of Maize and Beans commodities. Experience in working with teams,
involving people of different nationalities and/or cultures. Excellent
analytical skills. Excellent interpersonal skills. Client orientation skills.
