Short-term expert to formulate a technical assistance in Communication to the
Customs service department (Rwanda Revenue Authority)

Established in 1952 as the Customs Co-operation Council, the World Customs
Organization (WCO) is an independent intergovernmental organization whose
mission is to enhance the efficiency and effectiveness of Customs
administrations. With 178 Members, it is the only international organization
with competence in Customs matters.

As part of its activities in the area of Capacity Building, the WCO implements
a NORAD-funded multi-country project aimed at providing support to Customs
administrations in various areas, including Risk Management, Integrity,
Authorized Economic Operator, Valuation and HS Classification.
 

Description of the assignment Consultancy. A short-term expert assignment to
formulate a technical assistance in Communication to the Customs service
department of the Rwanda Revenue Authority (referred to as `Customs´
hereafter), to prepare for project support in design and implementation of
sound communication and strong stakeholder relations in the area of integrity.

Location:
Kigali
 

Duration: 8
working days, which include the 5-day mission to Rwanda (indicative planning:
March 2013), preparatory work (up to 1 day) and reporting (up to 2 days).
Remuneration: fee-based contract, plus travel costs and subsistence allowance.

Duties
An independent consultant specialising in Communication will be hired to
determine the project component baseline, and propose an approach and
methodology to support the design of a strategy to enhance Customs internal and
external communication on Integrity-related subjects. Under the supervision of
the Project Manager and with the support of WCO Integrity officers, the expert
will undertake a field mission to Rwanda:
•    To assess the state-of-play of the Customs communication
strategy and the needs for further development and implementation;
•    To analyse the available resources (in terms of both staff
and tools);
•    To contribute to the development of a workplan for the
project sub-component;
This will include the identification of the target groups, an assessment of
potential training needs in this area, an assessment of the existing
communication tools and contents.
•    To discuss areas of potential support through expert advice
on Communication, so as to include them in the 2-year workplan;
•    To identify local providers of services in the
communication industry (various media to be considered).
Based on these elements, the expert will develop a workplan for the delivery of
the techifIcal assistance needed at the beneficiary level to design and
implement effective communication activities, with a view to enhance the
outreach capacity of the Customs in their integrity-related campaign.

NB. Experts participating in this formulation phase will not be excluded from
subsequent work

Candidate profile
– The expert will be a consultant with experience in Communication in public
institutions, preferably in Customs administrations and/or in African
Countries.
– The expert is also expected to have extensive experience in designing
communication campaigns for the public sector and/or international
organisations. Similar assignments previously undertaken will be considered as
an advantage.
– The Communication expert should be in possession of relevant qualifications,
skills and experience such as:

Qualifications and skills
– At least a university degree in the field of Communications, Public
Relations, Journalism or Marketing, or an equivalent combination of education
and experience (min. 10 years of relevant experience);
Fluency in English. Fluency in French will be considered an asset;
Excellent drafting, coordination and communication skills. Professional
experience
– At least 10 years of demonstrated experience in the field of Communication
both with the public and the private sectors; experience with international
organisations will be considered an asset; Demonstrated experience related to
the design of communication tools and campaigns, through various types of
media; working knowledge of electronic and print media systems; knowledge of
advertising techniques; familiarity with all aspects of literature production
process;
– Experience related to the formulation of technical assistance in a developing
context would be considered an asset;
– Experience with Customs administrations will be considered as an asset.
