Background / General description

The World Bank Group serves 22
client countries in the East Asia and Pacific (EAP) region, with a total population of about 2 billion and a GNI per capita of about $1,100. Clients range from middle-income countries (MICs) such as Thailand and Malaysia, which do not borrow but remain interested in the Bank’s analytical and advisory services ; to development success stories like China, an IBRD-only country that borrows over $1.5 billion per annum, and Vietnam, until recently a fast-growing IDA country, now in transition to IBRD; to large lower middle-income countries like Indonesia and the Philippines; and finally to smaller programs in Cambodia, Laos, and a number of Pacific Island nations.
The EAP Sustainable Development
Department (EASSD) includes six country-based SD units covering all SD sub-sectors, and two HQ-based sector units covering (a) infrastructure (energy, energy, and urban); and (b) environment, social development , and rural development. The larger country offices have Country Sector Coordinators (CSCs) responsible for the energy sector. A matrix of roles and responsibilities for the Sector Managers in Washington and the country offices, CSCs and Sector Leaders is available upon request. The department’s organization structure is designed to respond effectively to the needs of our clients by: providing them timely and relevant services; enhancing our ability to access international lessons of experience; ensuring the technical excellence of our products; and maintaining a process of innovation and integration of the sustainable development agenda.
The department accounts for a
substantial part of the Region’s work program. EASSD is responsible for:
(a) the delivery of about 40
operations per year, amounting to about $4 billion, of which about 6-8 operations are in agriculture and rural development sector, adding up to about $800 million par year;
(b) an active dialogue on key regional
issues, e.g., climate change , food security , productivity, and water management ; and
(c) addressing an important demand
for efficient agriculture development. EASSD seeks to foster cross-sector synergies in support of policy reform and development, while maintaining professional/technical depth in each sector.
EASSD is seeking to recruit an
Operation Officer to be based in Washington, DC to work in the agriculture and rural development team on both project and policy work. Candidates should have good knowledge of Bank operations, and experience in supporting teams in various phases of the project cycle. The selected staff would be a part of the Agriculture and Rural Development Unit and will report to the Sector Manager (EASER) through the ARD Sector Leader. |

Duties and Accountabilities
|
|
The Operations Officer will:
• Carry out responsibilities for a
variety of operational tasks (e.g. participating as a full member of a multi-disciplinary team and undertaking straightforward assignments of project preparation , appraisal and supervision in field of water supply and sanitation.
• Provide inputs to or prepares
diverse operational products/outputs (e.g. sector and country briefings, background reports, case studies, portfolio performance reviews, etc.).
• Review and process operational
documents, coordinating across disciplines and project components with other team members.
• Participate in missions in area
of specialization and participates in discussions regarding advice to borrowers.
• Respond to ad hoc information
requests from internal and external parties).
• Work independently if required
on operational tasks, seeking guidance on complex projects/issues from senior officers. |

Selection Criteria
|
|
The positions require highly
motivated operations officers with strong analytical and interpersonal skills.
Applicants should have:
o Post graduate degree (PhD or
masters) providing a solid theoretical base in one or more functional areas related to the sector (e.g. finance, economics, engineering, social sciences) and with a minimum of five (5) years relevant experience
o Familiarity with analytical
tools and ability to translate theoretical concepts into practical approaches for Bank operational work.
o Capability to assess and explain
policy issues and interrelationships of sector, macroeconomic and country strategies.
o Understanding of Bank
operational policies, practices and procedure.
o Proficiency in English.
