Role
overview

1) Strategy development: the Technical Advisor (TA), will develop a robust
youth strategy with a focus on: volunteering, leadership development and
entrepreneurship and emphasis on: social inclusion, digital inclusion and
financial inclusion. The TA will ensure that the strategy is innovative,
scalable and sustainable. The TA will constantly review and realign the
strategy within contextual realities and industry standards to ensure the
strategy remains relevant and ‘’fit for purpose’’.
2) Network development: the TA will develop robust networks with young people,
youth networks and supporting organisations in Rwanda and beyond. This will
require the TA to develop a robust youth engagement strategy that is both
dynamic and responsive. The TA will develop mutual relationships with
development partners, universities, private sector and strategic government
agencies like workforce development, ministry of youth and ministry of ICT. The
TA will ensure VSO’s meaningful participation across relevant national
platforms and professional networks.
3) Programme development: based on the strategy, the TA will develop
innovative, scalable and sustainable youth programmes. The building blocks of
the programme will include: volunteering, leadership development and
entrepreneurship and the enablers of the programme will include: social
inclusion, digital inclusion and financial inclusion. The TA will develop a
unique range of youth products and services that meet industry standards and
contextual realities of Rwanda. The TA will be the technical lead in developing
concept notes and proposals for youth programmes.
4) Business development: the TA will secure funding for the youth programmes
through reliable market intelligence and effective market positioning. The TA
will establish a solid funding pipeline to achieve an average annual turnover
of $500,000. The TA will play key role in negotiating funding partnerships with
donors, prime bidders, government, private sector and local partners. The TA
will develop ten concept notes, submit five fundable proposals and secure
$500,000 every year.
5) Programme quality: the TA will ensure VSO’s youth programmes deliver high
quality, sustainable results to the people VSO serves. This will require the TA
to provide clear technical guidance and orientation to the programme
implementation team at the start of the project and to conduct regular field
monitoring and technical supervision visits throughout the project
implementation cycle. The TA will organise quarterly, mid-year and annual
programme reviews as appropriate.
6) Research and Evaluations: the TA will ensure continuous research and
learning from programmes to generate a credible body of evidence to inform
policy discussions and development practice. The TA will provide technical
leadership for baselines, mid-term reviews and end of project evaluations,
ensuring that these is aligned with VSO global results. The TA will ensure the
theory of change for new projects are based on a credible body of evidence from
the field. The TA will produce at least one high quality publications and
research papers every year. The TA will establish mutual relationships with
universities, learning institutes and research organisations. The TA will
review technical reports to ensure it is evidence-based and convincing for
non-technical readers.
7) Policy developments: the TA will contribute to systemic change to unlock
systemic challenges that perpetuate poverty and inequality. This requires
strategic and active engagement in national and international policy space. It
involves bringing credible body of evidence from VSO programmes to policy
discussion tables to inform & influence decision makers and development
practitioners.
8) Personal development: the TA will maintain cutting-edge expertise and
industry knowledge and skills in innovative youth programming through continuous
research, learning and reflections.
Skills,
qualifications and experience required

Education

I. Masters in economics or business or commerce from a recognised university is
essential;
II. Professional training in youth programming and private sector development
is essential;
III. Professional training in gender, ICT for development and financial
inclusion is desirable.
Knowledge
I. Sound knowledge of Rwanda’s National Strategy for Transformation and SDGs is
essential;
II. Sound knowledge of youth programming and private sector development is
essential;
III. Good knowledge of gender, ICT for development and financial inclusion is
desirable;
IV. Good knowledge of research, evaluations, context analysis approaches is
desirable;
V. Understanding of volunteering, youth leadership and entrepreneurship is
desirable.
Skills
I. Excellent people skills; coordination, networking, negotiation and
relationship building;
II. Excellent problem solving skills; critical thinking, situation analysis and
decision making.
III. Excellent communications skills; public speaking, presentation and
reporting writing;
IV. Good media writing skills: social media, practice briefs, policy briefs and
newsletters;
V. Personal motivation skills; able to multi-task, manage pressure and meet
deadlines.
Experience
(8-10 years)

I. Experience with youth programming and private sector development in Rwanda
is essential;
II. Experience in business development, market intelligence and proposal
writing is essential;
III. Experience with youth volunteering, youth leadership and entrepreneurship
is essential;
IV. Well-connected with government, development partners and private sector is
desirable;
V. Experience with gender, ICT for development and financial inclusion is
desirable;
