USAID/Higa Ubeho Program Consultancy Job Vacancy in Rwanda

Background 
The
USAID/Higa Ubeho Program is a five-year USAID/PEPFAR-funded program whose goal
is to increase the use of health and related social support services among the
most vulnerable, including people living with HIV and AIDS (PLHA), orphans and
other vulnerable children (OVC) and their families to mitigate the impact and
reduce the risk of HIV and other health threats. 

Objectives
of the consultancy 
As
USAID Higa Ubeho is reaching its phase out phase out stage, 7 RPOs are due to
close by July 31st, 2014. Given the scale, nature, period of sub
award and number of sub awardees, a smooth and efficient close out requires a
full dedicated consultant.
Consultancy
Tasks: 
–         
Organize and deliver a workshop to RPOs to guide them in developing a close out
plan to include
  • Financial close out
  • Administrative close out
  • Human Resources close out
–         
Work with relevant components (Capacity building and Grants Managers) to monitor
RPOs in their close out implementation as follows:
  • Prepare Life of the Program
    Fund accountability statement for USAID Higa Ubeho (From start
    up    
            
to date) and prepare the total expenditures projection through the end of sub
award.
  • Follow up with RPOs to ensure
    the recent audit recommendations are implemented.
  • For 7 USAID Higa Ubeho RPOs,
    identify sources of funding and determine those that are due to A133 audit
    and follow through with identification of auditors
  • Analyze each of the 7 USAID
    Higa Ubeho RPOs cost share, compare the projection versus actual
    contribution, identify any gap and make a projection to close of Sub
    award.
  • Support the 7 RPOs  to
    Prepare a close out time line
  • Validate completeness of
    individual RPO asset lists and Prepare asset disposition plan for all 7
    USAID Higa Ubeho RPOs, in liaison with RPOs, Global communities Capacity
    building and grants management teams
  • Support the RPOs to Prepare
    staff disposition plan and ensure that staff are issued notice in due time
    and all related expenditures are either paid or accrued. Ensure that all
    legal requirements and contractual obligations are met.
Duration of the assignment
The
consultant will complete the deliverables within a period of 4 months.
Profile
of Consultant
  • Proven track record of similar
    consultancy work
  • Experience working with
    international organizations.
  • Fluency in English and
    Kinyarwanda
