URC Senior Technical Advisor, Health Financing Job Vacancy in Rwanda

Senior Technical Advisor- Health Financing
URC is
currently seeking candidates for a USAID health systems strengthening and
quality improvement program in Rwanda. This five-year project will provide to
support the Government of Rwanda by implementing an integrated health system
strengthening program that provides sustainable,  high quality,
high-impact and client-oriented health services.

The
Senior Technical Advisor, Health Financing, is responsible for developing and
implementing programs to strengthen health financing mechanisms in both the
public and private sector levels.


Responsibilities
  • Direct and manage the health
    care financing areas of the project under the overall leadership of the
    COP
  • Provide training and technical
    assistance for the project in all areas of health care finance and health
    economics encompassing the design, implementation and evaluation of health
    insurance schemes and performance-based finance schemes, as well as
    cost-effectiveness and comparative effectiveness across programs,
    including pharmacoeconomics
  • Work directly with URC field
    staff, development partners and government officials in Rwanda to analyze
    and articulate strategies to improve resource allocation, purchasing and
    pooling mechanisms for insurance, as well as for other relevant health
    care financing areas
  • S/he works with the MOH and
    partners to conduct studies to build the evidence for developing and
    implementing the national health financing policy
 Minimum Qualifications
  •  Masters’ degree in health
    economics or equivalent, PhD Preferred
  • 8+ years’ experience providing
    technical assistance in the design, implementation, and/or evaluation of
    health finance and economics programs in developing countries
  • Expertise and experience in the
    design, implementation and evaluation of healthcare finance,
    performance-based financing and health economic policies and projects
  • Knowledge of Rwanda’s public
    and private health sector is a strong advantage
  • Demonstrated success building
    and maintaining partnerships with key stakeholders and senior-level
    government officials, local organizations, and representatives from
    international agencies
  • Strong analytical skills and
    technical proficiency with MS Excel and Powerpoint, and statistical
    software (including SPSS, SAS, Stata or R)
