US Embassy Training Manager (TM) Job Vacancy in Rwanda

The Peace Corps is an independent U.S. Government agency that sends American volunteers around the world to aid countries to fulfill their development needs. The three goals of the Peace Corps are:

To help the people of interested countries in meeting their needs for trained men and women;
§ To help promote a better understanding of Americans on the part of peoples served;

§ To help promote a better understanding of other people on the part of Americans.

The Peace Corps currently operates in 74 countries, with over 8,000 American volunteers of all ages and backgrounds.

Peace Corps originally opened its program in Rwanda in 1974, working for 20 years before closing its offices in 1993. It reopened its program in 2008 and Peace Corps Volunteers are currently working in two sectors (Education and Community Health). We are seeking an enthusiastic individual who is a team player and self-starter to fill this vacancy.

BASIC FUNCTION

  • Under the supervision of the Director of Program & Training (DPT), the Training Manager (TM) is responsible for the leadership, management, administration, and coordination of PC/Rwanda’s Training Program. 
  • The TM supports Peace Corps Volunteers (PCVs) and Trainees (PCTs) and monitors training staff performance as well as overall training site management. 
  • The TM defines training strategies, goals, and objectives; 
  • develops and implements training programs; 
  • identifies, develops and updates training materials; 
  • establishes training schedules, including logistical considerations; 
  • ensures PCVs are trained according to Rwanda’s needs; 
  • serves as lead trainer and training resource to staff; 
  • oversees integration of language, cross-cultural, technical, and health components in all segments of the training program; 
  • coordinates trainings throughout PCV service; 
  • serves as facilitator for PC/Rwanda trainings throughout the year; 
  • collaborates with training staff to ensure integration of technical training components into overall training program goals; 
  • monitors, guides, evaluates staff who assist with training activities;
  • manages the budget and logistical aspects of trainings; 
  • assures arrangements are made with communities and organizations where technical trainings will be held; 
  • assures orientation is provided for host families; 
  • provides technical and cultural information, advice, and guidance; 
  • continually analyzes and interprets training needs; 
  • visits PCVs in the field to assess training needs and 
  • prepare for training field trips.

REQUIRED QUALIFICATIONS

Knowledge: Proficiency in team management and administration. Excellent communication skills; excellent computer skills in Word, Excel, PowerPoint and Internet. Detailed knowledge of adult learning training and assessment.

Education: Completion of university degree.

Prior Work Experience: Five or more years of experience in training. Familiarity and/or work experience with community development in general, and ideally, within a Rwandan context.

Language Proficiency:

Fluent English (written and spoken)
Fluent Kinyarwanda (written and spoken)

Abilities and Skills: Good interpersonal skills/relationships with colleagues and supervisors. Ability to give technical advice; plan and organize; communicate effectively in writing and speaking. Experience in implementing cross-cultural community development projects.
