Position Summary:
URC is currently soliciting applications for a Principal Investigator for a CDC District Health System Strengthening program in Malawi. The DHHS program aims to reduce overall population morbidity and mortality by increasing the effectiveness, sustainability, equity and efficiency of district-based planning, budgeting and implementation processes in selected districts, as well as supporting evidence-based prevention, care and treatment interventions at the facility level. The program will optimize health impact across multiple disease areas but with an emphasis on HIV, mother to child transmission of HIV, maternal and child health, and TB.
Roles and Responsibilities:
• Provide vision, direction, and guidance to the program in HIV/AIDS (prevention, care and support and treatment as well as voluntary counseling and testing) interventions at district, clinical, facility and community levels, quality improvement, health systems strengthening, and mentoring and training of local staff and partners;
• Manage overall project implementation, strategic planning and operations in accordance with Malawian Government, USG, and URC policies and procedures;
• Maintain close coordination with CDC/Malawi, collaborating organizations, local partners and institutions, the donor community and host government and MOH officials;
• Provide technical direction and oversight for senior technical personnel and subcontractors;
• Direct overall program planning, administrative and financial processes, budgeting, performance monitoring, reporting, and quality control and assurance.
Minimum Required Qualifications:
• Knowledge of CDC regulations, systems and procedures for managing complex programs;
• Strong skills in program and financial management, as well as written and oral communication;
• Previous management of HIV/AIDS prevention activities and programs;
• Proven skills in managing health related projects, building organizational capacity in health service delivery program and use of host country and community level mechanisms;
• Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate;
• MD or PhD a plus, Masters required;
• Demonstrated experience as a senior manager of complex programs and/or within the Malawi District Health System; and
• Demonstrated ability to establish and sustain interpersonal and professional relationships with CDC, international PVOs, and local CBOs.
