Capacity
Development Advisor
URC is currently
seeking candidates for a USAID health systems strengthening and quality
improvement program in Rwanda. This five-year project will provide to support
the Government of Rwanda by implementing an integrated health system
strengthening program that provides sustainable, high quality,
high-impact and client-oriented health services.
The Capacity
Development Specialist is responsible for sustainably developing systems,
capacity, and ownership of local partners and the timely achievement of related
indicators, performance criteria, and benchmarks.
Responsibilities:
- Provide
technical leadership and strategic direction of Project activities to
strengthen local systems and implementing partners to empower them to be
self-reliant to the greatest degree possible. - Advocate
initiatives in the health sector and ensure that it is carried out by
participant CSOs for reform or change. - Oversee
and directly support the tracking and development of local NGOs progress
towards performance benchmarks to ensure their ability to eventually
receive direct funding from USAID. - Provide
mentorship and supervision to staff and consultants working on the
capacity building component of the program.
Minimum
Requirements:
- Master’s
Degree in economics, social sciences, management or business
administration, public administration or a related field, preferably
focused on capacity building. - At
least 9 years’ direct work experience in developing countries as a senior
expert in training and capacity building required. Preference for
experience working in the health sector. - Demonstrated
ability to design capacity building strategies based on clear needs
identification and understanding of the operating context, and experience
of working with CSOs. - Proven
experience in development of interventions to improve quality, efficiency
and sustainability of civil society and communities in Rwanda or other
regional countries is desirable. - Proven
expertise in health systems strengthening, grants management, and
developing the financial and functional capacity of organizations to
improve sustainability and contribute to a vibrant, effective
nongovernmental sector. Familiarity with a wide range of capacity building
techniques.

systems and service quality by empowering communities and health workers to
identify and scale up locally appropriate solutions to critical problems.
URC focuses on finding ways to deliver proven approaches to health care
problems, applying quality improvement (QI) methods and conducting operations
research to tailor those approaches to various settings. Recognizing
implementation barriers unique to each setting, we train local managers and
service providers to strengthen health systems, integrate system elements, and
bring improvements to scale.
