Functional Responsibilities
Under the direct supervision of the QA
Officer, and direct in accordance with UNOPS policies, procedures and
practices, the QA & Data Quality management Assistant is responsible for
performing the following duties:

- Assisting
and supporting the QA officer on all QA/QA related issues undertaken by
UNOPS within the GFATM cooperation framework under Round 9 grant for
Mynamar to ensure that client’s need are satisfactorily met. - The
incumbent is responsible for assisting the coordination and implementation
of QA activities, to ensure safe delivery of quality goods and services to
clients, in accordance with UNOPS Financial Rules and Regulations and
Procurement Manual as well as quality assurance policies of the GFATM - Assist
in preparation of all necessary documentation for procurement of services
for inapection and testing of health products in accordance with UNOPS
rules and regulations, including RFQ, ITB, RFP contracts or any other
documents as needed; - Maintain
the records on QA/QC processes, procurement process and related documents
and files to ensure transparency and accountability; - Maintain
a database of testing labs and inspecting agencies; - Draft
all correspondence related to QA/QC and procurement including letters to
vendors, , replacement of damage goods, recalls as required; - Visit
warehouse and monitor the storage of health products as per WHO’s
guidelines on Good storage practices. - Feed
information in PQR system of the GF. - Assist
in Correspondence with suppliers and SRs on quality issues and tracking of
drugs in the supply chain. - Participate
and assist in the sampling process as part of the in country quality
monitoring of pharmaceuticals. - Keep
good liaison with the local FDA. - Raise
purchase orders, seek approval and dispatch as and when required in
connection with procurement procedures; - Monitor
deliverables under contracts awarded and prepare documentation for
authorization of payments to suppliers; - Follow
up with Logistics staff to ensure timely and safe delivery of goods and
services as and when required; - Prepare
reports and monitor administrative and project expenditure as appropriate; - Undertake
field missions when required; - Assist
in maintaining the database of LTAs and Catalogues; - Keep
abreast of relevant products/services market developments; - Assist
in building and maintaining customer relationships; - Perform
other duties as required by the supervisor

a. Education
- Secondary
education diploma or equivalent is required. A University degree would be
an advantage.
b. Work Experience
- Minimum
of 5 years experience in Quality Assurance/ Control of
Pharmaceuticals/Medical Devices/ Medical Equipment and/or its related
fields - Experience
in the usage of computers and office software packages (MS Office 2007
and/or newer versions) - Knowledge
of UN rules and regulations in procurement will be an asset. - Knowledge
of UN rules and regulations, particularly UNOPS procurement and quality
assurance procedures a great advantage.
c. Language
- Fluency
in written and oral English and Myanmar language is required.
