NOTE: ALL NON-LIBERIAN APPLICANTS MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS ALLOWING WORK IN COUNTRY BEFORE BEING ELIGIBLE TO APPLY. The U.S. Embassy is seeking an individual for the position of SECURITY INVESTIGATOR within the Regional Security Office.
BASIC FUNCTION OF POSITION:
Jobholder serve as FSN Investigator responsible for conducting background investigations of various categories, ranging from pre-employment investigations, internal investigations Motor Vehicle Accident (MVA) investigations and other special investigations as may be assigned by the RSO or ARSO.
MAJOR DUTIES AND RESPONSIBILITIES:
• Assists the Regional Security Officer in maintaining contacts with local security authorities. Serves as liaison between the Embassy and all host country security apparatus in information sharing and other security related issues. Assists the RSO and ARSO in establishing and maintaining relations with the local police and other relevant security agencies in country.
• Interviews prospective applicants for PSA and PSC positions at the request of the Human Resources office, through
the Regional Security Officer. Conducts investigations to determine suitability for Federal employment, as required by Department Regulations.
• Conducts internal investigations relating to theft, break-ins and other security bridges by local employees, contractors
and/or intruders. Process re-certification for Locally Employed Staff who have attained five years of continuous service with the Mission.
• Evaluates and prepares investigative findings and reports for the Regional Security Officer’s review. Assists the
Human Resources Office with the verification of residential locations of Locally Employed Staff upon notice of the change of location for increases in transportation allowance.
• Assists the consular section as requested with fraud investigations in the absence of consular fraud investigators.
Assists and guides the operations of local police officers detailed at the Embassy.
QUALIFICATIONS:
1. Completion of secondary school is required. Must complete an associate level training in Criminal Justice and must have some basic law enforcement or security related training. Must have some basic law enforcement.
2. Must have two years experience in the investigative field.
3. Level IV (fluent) English is required.
4. Must be fully abreast of the host country security environment and working of the various security organizations.
5. Must have knowledge in the area of Criminal Justice with particular emphasis on investigative techniques.
6. Ability to maintain extensive contacts with officials of various local government agencies. Ability to exercise initiative and resourcefulness in obtaining information or evidence. Ability to draft reports in precise English. Must have basic computer skills for the maintenance of important database information. Must have at least level I typing (less than 40 WPM). Ability to work well with others and obtain cooperation. Constant need of tact, diplomacy and discretion. Ability to negotiate.

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
