Purpose
of the Position
Help
meet the immediate survival needs and reduce suffering in conflict or disaster
affected populations during an emergency. HSP are expected to be deployed in
the field, either in an emergency or roving capacity, and must be able to
deploy to the site of an emergency within 72 hours of notification.
HSP
are deployed to either support existing country programmes in their emergency
response, or initiate a new programme in the crisis zone. The overall
responsibility of the Team is to rapidly and effecti

vely support the on-site
humanitarian response to meet the immediate needs of the affected population.

During
emergency deployments, HSP will work under the direction of UNICEFs Country
Management Team and will report to the Chief of Nutrition in the Country
Office.
Responsible
for / support the implementation, monitoring and evaluation of UNICEFs
emergency response in activities and results related to Nutrition; ensuring
overall efficiency, effectiveness and delivery of results in accordance with
UNICEFs (CCCs) and national and international humanitarian standards.
HSP
will support UNICEFs emergency response in crisis situations, through
deployment to affected Country Offices, in full contact and consultation with
Regional and Country Offices, and in close collaboration with HQ. Provide
support to implementation of emergency programmes.

MAIN
DUTIES AND RESPONSIBILITIES
Emergency
Response
Under
the technical guidance of the chief of Nutrition Programme or Nutrition
Manager, and the direct supervision of the head of UNICEF field office, the
selected candidate will:
  • Provide
    technical assistance to assess the women and child nutrition situation.
  • Develop
    strategies and implementation frameworks (revised annual work plan) in
    consultation with key partners such as the UN partners (WFP, WHO), the MOH
    and NGO Partners
  • Provide
    technical assistance to government officials and partners in the
    delivering a comprehensive package of nutrition services (e.g. infant and
    young child feeding practices, micronutrient supplementation, treatment of
    acute malnutrition) as per national/international standards.
  • When
    countries have not been cluster activated the candidate will provide
    technical support to the Government to ensure adequate coordination with
    key stakeholders
  • Support
    country teams with the identification of key partnerships for
    implementation of priority actions
  • Follow
    up on implementation of the revised nutrition AWP
  • Undertake
    frequent field visits to all affected sites to monitor implementation of
    activities
  • Identify
    opportunities and constraints and any adjustments needed
  • Monitor
    and document the current nutrition situation to feed into project
    proposals and reporting documents.
Non-Emergency
(While not deployed)
  • Provide
    support as required to the UNICEF office in the home country or to the
    NYHQ.
Qualifications
of Successful Candidate
MINIMUM
QUALIFICATIONS
  • Advanced
    university degree in Public Health and/or Medical Sciences.
  • Five
    years of progressively responsible professional work experience in
    humanitarian situations in developing countries in the field of nutrition
    in emergencies
  • Fluency
    in English (verbal and written) and French.

Remarks
  • This
    is a consultant position. The contract may be renewed after the initial
    period based upon performance and funding situation.
  • HSP
    will be based in the home country and competitive salary will be offered.
