UNICEF
Rwanda Child Protection Programme will prioritize the strengthening of child
protection systems to address multiple issues. It will emphasize expansion and
capacity-building of the social workforce at national and subnational levels to
better identify, prevent and respond to child protection concerns; address
norms and practices that drive violence, exploitation, neglect and abandonment;
improve monitoring and reporting of child protection prevention and response
cases; and better coordinate child protection activities, especially at the
decentralized levels.

The
Child Protection Specialist is responsible for managing, implementing,
monitoring, evaluating, reporting and coordinating all strategies and
activities under the UNICEF child protection output: All child protection
service providers are able to deliver quality and timely child protection
services, including referrals to other services, at the national and
subnational levels. This includes strengthening the child protection system
through improved integrated case management, social workforce strengthening, inclusion
of children with disabilities, and alternative care. The specialist is expected
to work closely with a wide range of national partners in order to achieve
concrete and sustainable results.

- Participate
in strategic program discussions and support the Chief Child Protection in
identifying program priorities, developing strategies and annual
workplans. Support/conduct situation analysis for the child protection
program to ensure that evidence based data on child protection are
available to guide UNICEF’s strategies. - Coordinate
and lead workplan activities, monitor progress and ensure results are
achieved within expected timeframe. Ensure integration within Child
Protection and with other UNICEF sectors. - Supervise
two staff and provide technical assistance and advice on all aspects of
Child Protection programming and implementation. - Work
closely with key government officials and development partners on relevant
strategies and approaches to strengthen the child protection system. - Formulate,
design and prepare programme proposals and take other actions to leverage
funds for the areas of responsibility around strengthening the child
protection system and improving service delivery for child protection.

- Plan
and collaborate with internal and external partners to improve monitoring
systems to assess and strengthen performance accountability, coherence and
delivery of concrete and sustainable results in child protection programs.
- Participate
in monitoring and evaluation exercises, program and annual reviews with
all partners to assess progress and to identify action to achieve results.
Actively monitor programs/projects through field visits, surveys and/or
exchange of information with partners
- Prepare
and assess monitoring and evaluation reports, identify lessons learned and
use knowledge gained for development planning and timely intervention to
achieve goals.
- Monitor
use of program resources confirming compliance with organizational rules,
regulations/procedures and donor commitments, standards of accountability
and integrity and ensuring timely reporting and liquidation of resources.
- Submit/prepare
high-quality programme/project reports to management, donors and other
partners to keep them informed on programme progress and critical issues.

- Provide
technical guidance and operational support to all partners on
interpretation, application and understanding of UNICEF policies,
strategies, processes and best practices and approaches on child
protection.
- Participate
in child protection program meetings including program development and
contingency planning discussions on emergency preparedness designated to
provide technical and operational information, advice and support.

- Build
and sustain close working partnerships with government counterparts,
national stakeholders and global partners in the areas of child protection
system strengthening, child care reform and social workforce
strengthening, through active networking, advocacy and effective
communication.
- Prepare
communication and information materials for program advocacy to promote
awareness, establish partnership/alliances and support fund raising for
child protection programs and emergency interventions. Use evidence to
advocate for the expansion and sustainability of the social workforce for
child protection.

- Introduce/apply
innovative approaches to support the implementation and delivery of
concrete and sustainable results in the area of child protection systems
strengthening, monitoring and evaluation, alternative care, capacity
development of the social workforce and inclusion of children with
disabilities.
- Document
programmes and lessons learnt in order to record programmatic achievements
and share with internal and external partners. - Organize
and implement capacity building initiatives to enhance the competencies of
clients/stakeholders to promote sustainable results in child protection
and related programs/projects.
To
qualify as an advocate for every child you will have…

- An
advanced university degree (Master’s or higher) in public health or social
sciences such as international development, social work, international
law, sociology or other social science field is required. Social work background
or training is an asset. - A
minimum of five (5) years of relevant professional experience at national
and international levels related to child protection, preferably served in
a developing country context. Relevant experience working with national
child protection systems, including on social workforce strengthening is
required. Experience on case management, alternative care and child care
reform is an advantage. - Relevant
experience in child protection programme development and management in a
UN system agency or organization is an asset. Experience in both
development and humanitarian contexts is an advantage - Strong
communication, presentation and writing skills, including report writing,
oral presentations and development of technical documents is required. - Fluency
in English is required. Knowledge of French or a local language is an
asset.
