Background
The
objective of this preliminary study is to determine scope of work, identify
focus areas and set the boundaries for a comprehensive Demand Side Management
(DSM) study in Malaysia to be undertaken in 2016-2018. Outcomes from the
preliminary study would provide basis and direction for the Economic Planning
Unit (EPU) before embarking into a comprehensive demand-side study.

consultancy services aim to support implementation of initiatives in the
transport sector’s energy usage. The tasks to be covered are as follows:

- Stocktake
key findings and recommendations from the past and existing studies,
policies and roadmaps related to energy as well as energy policy planning
and governance. Covers land, water and air transport that may include
public transport, mass transport, commercial transport (for freight and
logistics) and private vehicles but these are by no means exhaustive; - Analysis
of Energy Demand and Supply; - Assess
energy development in Malaysia through analysis on energy demand and
supply by sectors and fuel type as well as other energy sources; - Review
all existing national energy policies especially those with regards to
DSM. - Review
all existing national data monitoring, reporting and verification (MRV)
system and identifying gaps for main DSM data requirements; and - Assess
current governance and market landscape regarding transport sector’s
energy usage and identify focus areas for future hurdles/obstacles
analysis.

- Produce
a preliminary study report that suggest scope of work in detail,
disaggregated at the sectors and sub-sectors level; - Identification

Act
as resource person for EPU/UNDP related to the energy use in the transportation

- Participate
in the meeting and discussion with EPU/UNDP on the subject matter; - As
a rapporteur and meeting note-taker during the stakeholder’s consultation; - Work
hand-in-hand with the Project Manager in facilitating the required
workshop; - Prepare
and finalize monitoring and evaluation report needed.
Methodology
The
consultant will work in close consultation with EPU Energy section and UNDP
Malaysia. He/she will report to the National Project Director and Project
Manager of the project. The methodology of finalizing the outputs includes desk
research, discussions, interviews and meetings with relevant stakeholders
including other ministries.

formulation of policy papers) in the energy sector in Malaysia; - Experience
and able to demonstrate the understanding of engineering economics
analysis and/or research on energy pattern of transport sector and/or

in GHG emission reduction programme or climate change mitigation in the
energy sector will be preferred; - Knowledge
of the transport sector’s energy usage situation including regulatory
aspects and market structure in other countries will be preferred.
