Background:
HICD/R
is a USAID-funded project designed to strengthen institutional and human
capacity in targeted government institutions, as well as in targeted civil
society organizations (CSO’s), that work closely with, or support the
objectives of USAID/Rwanda. The principal goal of the project is to increase
overall performance of targeted GOR and civil society institutions in a manner
that support USAID’s and Rwanda’s shared development priorities and foster the
long-term social, economic and environmental sustainability of the country.
Applying USAID’s Human and Institutional Capacity Development (HICD)
methodology, the project provides technical assistance, material support,
knowledge and skills transfer services to build the capacity of targeted
organizations and reinforce ongoing reforms and development activities being
carried out by the GOR and Civil Society.

Officer Responsibilities:

Under
the direction of the Finance and Administration Director, S/he will be
responsible for the following:

- Properly
maintain all computer and multimedia equipment in the project office. - Help
all staff with computer-related problems, requests, or questions. - Ensure
the safety of the server and other equipment in the computer room at all
times. - Resolve
problems with network connection caused by factors outside the office
space. - Work
with DAI/Bethesda to report and resolve email and database replication
problems. - Maintain
email accounts for all staff and confidentiality of all passwords and
other restricted information. - Send
requests to DAI/Bethesda for email account registration. - Keep
user and other IT documentation up-to-date and enforce IT policies and
procedures. - Maintain
user groups in DAI Group Address Book related to the HICD project. - Give
basic orientation to users on the use of Lotus Notes email and network
shared drives. - Perform
daily/weekly system administration tasks related to regular server
maintenance and backup procedures and communicate with vendors related to
internet connectivity, warranty services and potential equipment
purchases. - Ensure
that all project long-term and short-term staff IT needs (for
workstations, printing, e-mail and internet access) are met in a timely
manner; - Manage
repairs (whether in-house or through product warranties) and maintenance
of IT equipment. - Assist
with the update of the project website - Ensuring
compliance with IT safety policies and standards - Checking
computer equipment for electrical safety - Maintaining
records of software & licenses - Advise
on procurement of IT related supplies - Other
duties as assigned.
Qualifications:
- Minimum
of 5 years of experience working with IT issues; - The
ability to think logically; - Good
memory of how software and operating systems works; - Excellent
listening and questioning skills combined with the ability to interact
confidently with the team members to establish what the problem is and
explain the solution; - The
ability to work well in a team; - Problem-solving
skills; - The
ability to prioritize your workload; - Patience;
technical orientation and interest; - Attention
to detail; - Fluent
in English, Kinyarwanda and/or French desirable.
