in the areas of poverty reduction, democratic governance, environment and
energy, crisis prevention and recovery, capacity development, gender, HIV,
health and development. It connects the region to a global network of
development experts, to build knowledge and capacity, and to forge partnerships
to meet the development challenges of a large and diverse region. The Regional
Centre works to codify and disseminate development successes and best practices
in the region, and to improve the impact of UNDP’s work through effective
communications and advocacy.

operational modalities of support, i.e. the implementation of regional
projects, development of knowledge products and the provision of advisory

in 4 programme outcomes of the Strategic Plan, the ECIS Regional Centre
developed 4 regional project documents providing a comprehensive framework and
clear mechanisms for implementing regional initiatives in line with the set
objectives and principles. The regional project ‘Supporting voice for citizens,
development, the rule of law and accountability in governance systems in Europe
and the CIS’ (VOICE) aims at addressing interlinked governance challenges that
correspond to the outputs outlined in the Regional Programme Document,
implementation of international human rights, rule of law, access to justice
and security standards by governments, national institutions and mechanisms
being one of them.

Coordinator. The Consultant’s overall task will be to support the
implementation of the Rule of Law, human rights and access to justice component
of the VOICE project and ensure communication and advocacy with partners and
UNDP country offices in the region regarding the activities carried out thus
supporting the regional project staff in increasing the visibility of UNDP
views and initiatives and positioning UNDP as a knowledgeable and valued
partner on the governance issues facing the region.

desk-review and consultations with UNDP COs in the region in support of
development of methodology for scaling-up UPR Follow Up Facility to a)
include cooperation and follow up to TBs recommendations and SPs; b)
enable more systematic support provision and monitoring, and impact

‘Special Ability’ agenda across the region through a) mapping of external
good practices in protecting PWD rights in the region, with a special
focus on innovation, to identify partnership opportunities and/or
potential for scaling-up for UNDP Regional Centre and Country Offices b)
communication and policy advocacy on disability as developmental challenge
and issue; - Review/analysis
of good practices on development of the capacities of NHRIs to be engaged
pro-actively in gender equality, minority rights, and anti-discrimination; - Organization
of training for National Human Rights Institutions in the region for the
purpose of finalization of the NHRI effectiveness measurement tool:
preparation of relevant background materials (concept note, ToRs, etc.),
coordination of preparatory work among UNDP COs, ECIS Regional Centre,
NHRI representatives and resource persons; - Support
COs and National partners to improve effectiveness of legal aid systems
through organizing and participating in legal aid capacity assessment
exercises in the region (at least one CO in 2014); - Creation
and organization of training (webinar) and follow-up material on Knowledge
Management, Social Media and Innovation for RoL, Human Rights and A2J in
order to support COs to better promote access to justice for vulnerable
groups and marginalized communities especially through Human Rights Based
Approach and innovation; - Other

- Master’s
degree in Social Sciences, International Relations, Governance, Human
Rights, Development, HIV/Health, and other related fields.
- At
least 8 years of proven work experience on justice and human rights
related issues in international organizations or public administration. - Relevant
international experience in the ECIS region is necessary; - Previous
experience in UNDP assignments is considered as a strong asset; - Proven
experience in institutional strengthening and capacity building in the areas
of human rights/access to justice, i.e. NHRIs/Ombudsman institutions,
Government institutions, judiciary and law enforcement agencies, etc.; - Experience
in corporate software and handling of web based contents and management
systems.
- Excellent
writing, editing, and oral communication skills in English; - Other
language of the EECA region considered an asset.
