position of Senior Human Resources Generalist in its Operations and Management
Directorate, located in Suva, Fiji.
approximately 140 staff based in Noumea (New Caledonia), Suva (Fiji), Pohnpei
(Federated States of Micronesia) and Honiara (Solomon Islands). The directorate
comprises administration, finance, human resources, information technology,
library, publications, and translation and interpretation.
Resources (HR) Director and has about 15 staff located across offices in Noumea
and Suva. The senior HR Generalist works closely with the HR Director, the
Recruitment Team Leader, the HR Advisor Noumea and the HR team in Suva.
Generalist will guide and manage the overall provision of human resources
services, policies and programmes within SPC Suva, with the exception of
recruitment. Within the f
ramework of the corporate HR policies, the Senior HR
Generalist will lead the HR practices and objectives to provide an
employee-oriented and high performance culture that promotes empowerment,
equality, productivity, goal attainment and ongoing development [in Suva]. The
Senior HR Generalist will be responsible for the development of processes and
metrics that align with and support the achievement of SPC’s business goals.
Reporting to the HR Director in Noumea, the Senior HR Generalist will
coordinate the implementation of people-related services, policies and
programmes through the HR team; and assist and advise SPC managers in HR
matters. The role will encompass, but is not limited to, the following responsibilities:
- Partner
with the management team in Suva to communicate HR policies, procedures,
programmes and laws. - Establish
and promote positive employee relations. - Coach,
train and support managers in employee communication, feedback,
recognition and support. - Ensure
that global and local HR strategies, policies and processes are
effectively implemented and managed. - Contribute
to the development, formulation and critical review of HR policies to
assist the HR executive team to maintain effectiveness, relevance and
consistency of existing procedures. - Manage
contracts. - Analyse
and evaluate the delivery of the HR team and contribute to the development
of solutions to improve and enhance service delivery. - Partner
with the OMD regarding health and safety for staff on all sites; conduct
OH&S training courses. - Formulate,
analyse and report on statistics about employee engagement, employee
satisfaction, attrition, turnover, staff mobility. - Ensure
that best practice HR standards are employed and maintained. - Manage,
mentor, develop and coach the HR Suva team.
qualified professional with more than ten years’ international experience in
the field of operational generalist human resources. You will have outstanding
interpersonal relationship-building and employee-coaching skills, along with a
strong ability to work independently and collaboratively, as and when required.
Developing strong and effective working partnerships will be an essential
requirement for this position, so solid interpersonal, mediation and
consultation skills will be key to your success. You will have proven ability
to liaise and work with different cultures and demonstrated strengths in
developing and maintaining customer-based relationships. A proactive approach
in identifying opportunities to improve the HR function and add value to the
organisation, and an ability to apply confidentiality and sensitivity to
complex issues as they arise will be critical.

Resource Generalist is a Band 12 position in SPC’s 2014 salary scale, with a
starting salary range of 3,136–3,920 SDR (special drawing rights) per month,
which currently converts to approximately FJD 8,770–10,962 (USD 4,803–6,004 ;
EUR 3,530–4,413). An offer of appointment for an initial contract will be made
in the lower half of this range, with due consideration being given to
experience and qualifications. Progression within the salary scale will be
based on annual performance reviews. Remuneration of expatriate SPC staff
members is not subject to income tax in Fiji; Fiji nationals employed by SPC in
Fiji will, however, be subject to income tax.
