Background

The UN Women Tanzania Country Programme is part of
United Nations Delivering as One and included as part of the UN Development
Assistance Programme 2014-2016. In the UNDAP, UN Women is appointed the Lead
agency on Gender. UN Women also Leads and holds the Secretariat for the
Development Partner Group on Gender and co-chairs the high level Macro Policy
Working Group on Gender together with the Ministry of Community Development
Gender and Children. UN Women implements activities within the UNDAP Governance
Programme Working Group.Under the guidance and direct supervision of the Team
Leader- Democratic Governance Unit the Programme Analyst for Democratic
Governance is responsible for supporting the management of the UN Women
programme within the thematic area of democratic governance. He/she supports
formulation, management and evaluation of programme activities within his/her
portfolio, and provides programme management services. The Democratic
Governance Team works in the following impact areas: Women’s Leadership and
Political Participation, including Elections; Constitutional Review and Law
Reform; Accountability and Financing for Gender Equality, including
anti-corruption and gender responsive budgeting; Violence against Women and
Girls; Human Rights; and HIV and AIDS.The Programme Analyst for Democratic
Governance supports the coordination and effective implementation of activities
of the various project staff under the thematic area of Democratic Governance
in support of the Team Leader in effective participation in the One UN
Governance Programme Working Group. He/she works in close collaboration with
the team members of the Programme Support Unit, including the M&E and Knowledge
Management Analyst and Communications and Advocacy Officer. He/She also liaises
effectively with Operations Unit. He/She also works closely with other
technical staff of UN agencies under Delivering as One (DaO).

- Effective application of Results Based Management
(RBM) tools and monitoring achievement of results; - Support to the design and formulation of country
office programme within the area of responsibility, translating UN Women’s
priorities into local interventions. Coordination of programme
implementation with the executing agencies. Introduction of performance
indicators/ success criteria, cost recovery, targets and milestones; - Initiation of a project, presentation of the
project to PAC, entering project into Atlas, finalization of contribution
agreement; determination of required revisions; coordination of the
mandatory and budget re-phasing exercises, closure of projects through
review. - Financial and substantive monitoring and
evaluation of the projects, identification of operational and financial
problems, development of solutions. Participation in audit of implementing
partners and projects; - Follow up on audit recommendations and all
exceptions are timely reported. - Aggregate reports are regularly prepared on
activities, outputs and outcomes including preparation of results based
high quality donor reports for approval by Senior Management.

preparation of substantive briefs on possible areas of cooperation,
identification of opportunities for initiation of new projects, active
contribution to the overall office effort in resource mobilization.

- Master’s Degree or equivalent in Law, Political
Science, Social Sciences or related field.
Experience:
- At least 2 years of relevant experience at the
national or international level in gender programming, policy research and
gender analysis or women’s rights; - Experience in design, budgeting, monitoring and
evaluation of development projects; - Experience in the usage of computers and office
software packages, experience in handling of web based management systems; - Previous experience with the UN system a strong
advantage.
Language:
- Written and oral proficiency in English is
required; - Knowledge of another UN official languages is
desirable.
