Brief
Overview
Trócaire
is the official overseas development agency of the Catholic Church in Ireland,
established in 1973 and currently has presence in more than 17 countries in
Latin America, Africa and Asia including Rwanda. Trócaire has been operating in
Rwanda since 1994 and its office is located in Kiyovu, Plot no. 12, KN31st,
Kigali. Rwanda.
Trocaire
is implementing a USAID funded project which is oriented towards strengthening
participatory and accountable governance through the participation of civil
society and citizens, particularly women and youth, in the formulation,
implementation and monitoring/evaluation of development policies and programs
in the agricultural sector in five districts of Rwanda namely Rulindo, Gakenke,
Nyanza, Nyamagabe and Nyaruguru.
Trócaire
is implementing the project over 3 years as a lead organisation in partnership
with the Episcopal Justice and Peace Commission (CEJP), the farmer’s
cooperative union, Union des Coopératives Agricoles Intégrées (UNICOOPAGI), and
Rwanda Development Organisation (RDO). All these organisations collaborated
with Trócaire in different domains specifically in civic participation and
agriculture value chain over the past years.
PURPOSE:
The
purpose of this consultancy is to solicit for an individual consultant to
conduct VAT declaration to Rwanda Revenue Authority (RRA) on a quarterly basis
and lead on process of VAT recovery in line with the agreement between the
Government of Rwanda and USAID about tax exemption for non­profit
organizations.
General
Terms and Conditions of this Request for Bids.
  • Trócaire
    does not bind itself to accept the lowest priced bid;
  • Trócaire
    does not guarantee exclusivity and reserves the right to engage other
    companies for the same services (if required) during the term of contract;
Trócaire
shall be free :
  • To
    accept the whole, or part only of any bid;
  • To
    accept none of the proposals submitted; and
  • To
    republish this request for bid.
  • Trócaire
    will not be liable for any costs or expenses incurred in the preparation
    of a bid;
  • The
    contract shall be considered as a contract made in Rwanda, according to
    Rwanda laws and subject to the exclusive jurisdiction of the Rwandan laws;
  • Trocaire
    has a suppliers code of conduct to and expects all of its suppliers to
    respect; and
  • Trócaire
    will also expect consultancy firms to adhere to Child Protection and
    Safeguarding programme participants’ (SPP) policy and this will be shared
    with the successful consultancy firm.
Duration
and frequency of consultancy
:
The
consultancy will last for the life of the Project, that is 3 years, and the
tasks under it will be conducted quarterly and the report of VAT refunded is
required not later than 14th of the month following the end of the quarter. The
quarter is a cycle of 3 consecutive months and the reference of the first
quarter of the project started on April 13, 2017.
Key
Duties & Responsibilities:
  • Oversee
    the preparation and submission of claims for reimbursement of VAT to the
    tax authority;
  • Build
    and maintain relationships with the tax authority (RRA) in order to
    monitor the status of Trócaire VAT claims and files;
  • Perform
    assessment on various invoices from partners to assess whether they are
    VAT compliant;
  • Travel
    to partners’ offices if needed in order to select and retrieve the
    documents eligible for VAT recovery; and
  • Manage
    the successful recovery of VAT within set timelines, ensuring technical
    excellence and that a practical driven approach is taken.
Technical
responsibilities:
  • Responsible
    for advisory work on VAT recovery assessments and VAT claims;
  • To
    identify and discuss VAT considerations which Trócaire and partners should
    be aware of during procurement;
  • To
    prepare a briefing note on any changes in legislation with regards to VAT
    and share with Trócaire; and
  • To
    engage with colleagues in Trócaire to deliver VAT advice to partners as
    appropriate.
Qualifications:
  • Degree
    in Accounting, Finance, Business Administration or any other related
    field;
  • At
    least 3 years’ experience in the delivery of financial services, as an
    accountant, Revenue collection officer, VAT Recovery Officer or Tax
    Adviser in Rwanda;
  • Experience
    working with USAID funded projects is preferred;
  • Experience
    of working with Civil Society Organisations;
  • Good
    knowledge of languages used in Rwanda ( Kinyarwanda, English and French);
  • Knowledge
    of Computer programs particularly Microsoft word, Excel, power point and
    internet explorer; and
  • Ability
    and willingness to work under pressure and with minimum supervision.
Conflict
of interest.
Any
conflict of interest involving an applicant must be fully disclosed to Trócaire.
Failure to disclose a conflict may disqualify an applicant or invalidate an
award of the contract. Applicants are required to declare any current or past
work which might reasonably be considered to represent a conflict of interest.
It will be for Trócaire to decide if any material conflict of interest exists
and applicants in doubt in this regard should seek the advice of Trócaire.
Intellectual
property
Any
concepts, guidelines or other material developed during the contract will be
considered as property of Trócaire and may be used by Trócaire.
Submission
of proposals:
Interested
candidates should submit technical and financial proposals not more than 15
pages including copies of degree certificates and support documents, copy of
ID, CV, details of 3 references and a motivational letter addressed to the
Country Director- Trōcaire Rwanda office. Applications will be deposited in the
central Secretariat located in Kiyovu –Nyarugenge District not later than
August 21st, 2017 at 16h00 PM or sent by email to claire.uwineza@trocaire.org.
Only
shortlisted individual consultants will be contacted for details of written and
oral interviews.
