Transforming health records management through technology: A focus on Ughelli Central Hospital

Introduction
Information
and communication technology (ICTs) include a set of effective tools to
collect, store, process and exchange health related information. The information
communication technology could improve safety, quality and cost effectiveness
in health care services. Amongst the application of ICTs to the health sector
is the automated system which is known as electronics health records, which is
view as the backbone supporting the integration of various tools (example
electronic technology and information management). These can help to improve
the uptake of evidence in daily clinical practices could create a safety and
more efficient health care system.

Electronic
health records management has greatly contributed to dissemination of timely
information on consistent among health care provider. Again, the adoption of
automated health records system in the keeping of patient’s information in the
health care system care system focuses on computer automation to provide
services for patient effective care. In an automated health information
environment, software development is used to promote effective services. Adoption
of electronic data processing in health care delivery system reduces error as
well as ensuring that effective and efficient service delivery are carried out
by the health team in the health care delivery system.
Health
information technology provides a comprehension management of health care
delivery across computerised system and secure exchange between health care
consumers, health care providers, government insurance company and other
relevant entities. Automated health information is generally increasing, viewed
as the most promising tool for improving the overall quality, safety and
efficiency of the health delivery system.
Automated
information can improve in developing countries like Nigeria only if the health
workers are trained and motivated in basic computing and information
technology. Furthermore, all departments in health care institution should be
equipped with good and functional facilities like computers and training will
necessitate an assessment of baseline knowledge and perception of health
workers towards improving quality health care delivery system through the
automation of health information in Nigeria as a whole which is the main thrust
of this study.
Statement of Problem
There is an urgent need for the transformation of
health records management in Ughelli Cnetral Hospital through the use of
information technology. The current manual system being operated in the
hospital is found to have several problems which are yearning for solution.
There has been series of system breakdown as a result of shortage of staff for data
processing, complexity of information stored, computer fraud and lack of
privacy to information. It is quite unfortunate that the health information
management professional who are information technology literate are not
available in the hospital and as such, health information are haphazardly
managed thereby resulting in poor patient health care.
Moved by the above mentioned challenges, the
researcher is embarking on this research on transforming health records
management through technology, using Ughelli Central Hospital as a focus.
General Objective of the Study
The general objective of this study is to find out
how health records management can be transformed through technology using
Central Hospital Ughelli as a focus.
Specific Objectives of the Study

investigate the use of information technology by health records management
professionals in Ughelli Central Hospital
      
ii.           
To
establish need for information literacy among health records management
professionals in Ughelli Central Hospital.
     
iii.           
To evaluate
information technology literacy level among health records professionals in
Ughelli Central Hospital
    iv.           
Identify
information technology literacy skill/lapses among health records management
professional in Ughelli Central Hospital and to put corrective measure in
place.
