EACSOF-Rwanda Coordinator
1. Background
EACSOF-Rwanda
stands for East Africa Civil Society Organizations Forum in Rwanda. It is a
not-for-profit organization that advocates for sustainable EAC regional
integration. It has recently designed a 3 year strategic plan for the purpose
and seeks a Program Coordinator for the next 3 years.
The mission of EACSOF is “To advocate for sound policies and programmes as
wells as to promote citizen’s awareness and participation in EAC matters for
their welfare”. To achieve their mission, EACSOF will focus on
three intermediate outcomes:

Institutional capacity of EACSOF and CSOs strengthened;
• Awareness and understanding of EAC integration raised; and
• CSOs engaging more effectively with government and secretariat on EAC
policies.
EACSOF-Rwanda is now housed in the Rwanda Civil Society Plat-Form and the
coordinator will report respectively to the EACSOF-Rwanda Steering Committee
(for all EAC’s regional integration activities) and to RCSPF Executive
Secretary (for financial and administrative aspects).
2. Duties and responsibilities
Key

?a)
Strategic Programme Development and Advocacy
• Proactively
assess trends and identify emerging issues at the national level of relevance
to the EAC integration processes;
• Lead the formulation and development of EACSOF-Rwanda’s Programme/activities
based on its Strategic Plan;
• Identify strategic program opportunities, and approaches and modalities to
strengthen EACSOF-Rwanda’s interventions in EAC’s regional integration
processes;
• Initiate, implement, monitor and assure quality control in the formulation of
high quality, results-based, evidence-based EACSOF-Rwanda’s relevant
projects/activities;
• Oversee the Rwandan CSO’s contributions to EAC regional integration processes
in line with the strategic plan;
• Assist the EACSOF-Rwanda Steering Committee to secure expertise that will
ensure commitment, quality control and resources for its strategic plan’s
outcomes, and actively participate in programming processes ensuring that CSO’s
planning processes, joint programmes and other collective initiatives are in
line with the strategic plan;
• Advocate on behalf of EACSOF-Rwanda and its mandate to help raise awareness
and stimulate action to advance a people-centered EAC regional integration and
form strategic partnerships with government, NGOs, academia, media and the
private sector;
• Assist EACSOF-Rwanda’s Forums to carry out sound advocacy to ensure that EAC
regional integration policies are done in a grass-root people responsive
manner, and within agreed regional frameworks/protocols that promote and
protect citizens’ interests, gender equality, human rights and sustainable
development.
b)
EACSOF-Rwanda Programme Management and Oversight
• Lead the
management, implementation and evaluation of EACSOF-Rwanda strategic plan based
on the Implementation Plan, and in line with regional and national priorities
and in consultation with government, CSO, funding partners and stakeholders;
• Ensure strategic and technical support to EACSOF-Rwanda’s Forums through
direct involvement and provision of advisory services as needed;
• Ensure that EACSOF-Rwanda has the human and financial resources and
capacities needed to respond to requests for intervention and to deliver on its
commitments to support and advance effective and relevant participation of
grass-root people in the EAC regional integration processes;
• Manage staff and office in an effective and participatory manner;
• Manage EACSOF-Rwanda resources and administration to ensure proper
utilization of allocated funds and accountability;
• Develop/manage and lead the M&E system and use EACSOF-Rwanda monitoring
and oversight tools to identify areas which need improvement;
• Contribute to regular assessments of the strategic plan and implementation
plan and identify lessons learned and areas of emphasis to underpin
consistently improved programming and future Strategic Plan development.
c)
Representation and Partnership Building
•
Represent EACSOF-Rwanda in technical meetings and other relevant gatherings to
contribute to strategic and policy discussion on EAC regional integration
issues;
• Build strategic partnerships at the county level to promote EACSOF-Rwanda’s
agenda through joint projects and inter-organizations efforts;
• Maintain active relationship/partnerships with National Government
Counterparts, EAC’s structures, inter-government and non-governmental
organizations (CSO’s thematic working groups), donors, institutes and academia
on regional integration issues to enhance collaboration, resource mobilization
and share and influence agenda and priority setting;
d) Knowledge
Management and Reporting
• Manage
the process of collecting and disseminating lessons learned on EAC regional
integration processes and contribute to CSO’s knowledge management efforts;
• Lead and manage the preparation of donors’ reports (including financial
reports) as required, ensuring relevancy, quality and appropriateness of
content and presentation as well as timeliness;
• Work with relevant CSOs to identify and disseminate best programme practices;
• Contribute to the development, maintenance and dissemination of EAC regional
integration knowledge and practices;

4.
Required skills and experience
Education:
• Master’s
degree (or equivalent) in a social sciences, economics, development studies, or
other development-related fields.
Experience:
• A
Minimum of 5 years of progressively responsible experience on development
issues, including 3 years field experience with CSO.
• Strong familiarity with NGOs cooperation would be an asset.
Language Requirements:
• Fluency in English and Kinyarwanda; knowledge of French is an asset.
Qualified
