TERMS OF REFERENCE
CONSULTANT FOR CHILD TRAFFICKING
SITUATION ANALYSIS IN GHANA
  1. 1.     
    Background
Theatre
for a Change (TfaC), working in partnership with The Interchurch

Cooperative
for Development Cooperation (ICCO), is coordinating the development of a
comprehensive program that addresses the needs of vulnerable children who have
been, or are at risk of being trafficked in Ghana.

In
line with ICCO’s Theory of Change which encourages multi-stakeholder
cooperation within programming, upon completion of the program development
phase, the program will be implemented by an alliance of partners, as
identified during program development activities. It is likely that the program
will take a multi-year, multi-partner form with possible scale up within Ghana
and to other West African countries.

    Objective
The
objective of this situation analysis is to acquire and consolidate knowledge on
the current child trafficking situation and existing responses in Ghana. The
research will be used to inform Theatre for a Change and other key stakeholders
and guide the development of a comprehensive program that addresses the needs
of vulnerable children who have been, or are at risk of being trafficked in
Ghana.

    Consultancy
The
consultant will be expected to undertake the following core tasks:
  1. Participate
    in preliminary meetings with Theatre for a Change to plan and finalise
    research activities
  2. Conduct
    a situation analysis comprised of desk-based review and meetings with
    select key informants. The research will:
  • Review
    secondary data to examine the current child trafficking situation and
    existing responses in Ghana
  • Assess
    gaps in existing responses to child trafficking in Ghana
  • Provide
    an analysis of research findings and offer recommendations for possible
    interventions in the form of a 20-30 page report
  1. Participate
    in dissemination meetings with TfaC and key stakeholders to share research
    findings and recommendations
The
consultant will be responsible for leading research activities in line with the
TOR. The consultant will work closely with the TfaC MEL Manager and Programme
Coordinator throughout this activity.
As
part of the study, the consultant will be expected to:
  • plan
    and conduct key informant interviews
  • analyse
    and interpret qualitative and quantitative findings
  • make
    recommendations to inform the program design process
  • develop
    and submit a draft situation analysis report for review by TfaC and other
    key stakeholders
  • submit
    a final situation analysis report, incorporating any feedback received by
    TfaC and other key stakeholders

    Expected Deliverables and Timeline
The
consultant will be expected to complete the following deliverables in
accordance with the agreed timeline. Please note that this schedule is subject
to review and amendment (as agreed between TfaC and the consultant.)

  1. 5.     
    Expected Profile of the Consultant / Eligibility criteria
The
consultant is expected to meet the following eligibility criteria:
  • A
    recognised university degree in international development, social sciences
    or related area
  • At
    least 5 years of professional work on Child Rights issues
  • Proven
    experience in designing research methodologies and conducting situation
    analysis or other research
  • A
    demonstrated high level of professionalism and an ability to work
    independently and in high-pressure situations under tight deadlines
  • Strong
    interpersonal and communication skills
  • High
    proficiency in written and spoken English
  • Knowledge
    of and experience in Ghana preferred
  1. 6.     
    Payment schedule
The
consultancy contract will be signed between TfaC and the consultant. TfaC will
pay the consultant an agreed daily fee rate and reimburse all project-related
travel costs as agreed in advance. Payment will be made as per the below
schedule:
