Background:
The mission of the Infectious Diseases Institute (IDI) is to build capacity of health systems in Africa for the delivery of sustainable, high quality care and prevention of HIV/AIDS and related infectious diseases through training, research, and advanced clinical services. IDI has five operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Outreach programmes; and Laboratory services (provided through a partnership with the Makerere University-John Hopkins University Core Lab). As part of its outreach programmes, IDI will soon start implementation of a multi country Public Health Evaluation (PHE) funded by Centres for Disease Control and Prevention (CDC). The PHE is named project STATUS (Strengthening HIV Test Access and Treatment Uptake Study). Project STATUS is a multi country randomized trial of HIV Testing and Counseling (HTC) intervention designed to determine:
• How to increase HIV testing uptake in Out Patient Departments (OPDs)
• Which testing methods best link HIV positive patients to care and treatment
• The most cost effective provision of HTC in the OPD
The participating countries are Uganda, Tanzania, South Africa and Ivory Coast. IDI will be the implementing partner in Uganda. Other project STATUS partners include: USG/PEPFAR, MoH and the participating districts.
In Uganda, nine (9) OPD sites across the six IDI supported districts of Kiboga, Kyankwanzi,Hoima,Kibaale,Buliisa and Masindi will be conveniently selected and randomly assigned to implement one of the three HTC models.
