DESCRIPTION:

The Senior Transportation Policy Advisor (STPA) will report directly to
the Chief of Party (COP) and will be responsible for, but not limited to, the
following:

a. Policy Development: The STPA will be responsible for, on behalf of
USAID, assisting the GoR in the development of a Rural Feeder Road Maintenance
Policy that will ensure the sustainability of current investments in rural
feeder roads.  He/she will also provide expert policy advice to the RTDA
and MINAGRI, as well as District Governments and will assist in the development
of transportation policies that support food security in Rwanda. 

b. Government Liaison: The STPA will also be responsible for maintaining
close relations with the RTDA, MINAGRI and other players in the RFR sector in
areas regarding rural feeder road policy and general transportation policy
affecting Rwandan food security. She/he will take the lead for Parsons/USAID in
the Rural Feeder Roads Sub-Sector Working Group and will report regularly to USAID
regarding key policy issues and opportunities affecting food security in
Rwanda. 

Additionally, the STPA will be responsible for liaising with the
Government (specifically the Ministry of Finance and Economic Planning,
MINECOFIN) regarding the implementation of the FARAs between USAID and the GoR.

c. Training and Capacity Building: Finally, the STPA will support the
design, implementation, and management of the RFRIP Capacity Building program
at the District government level, community level and private sector
level.  He/she will be work closely with the Senior Construction Manager
(SCM) to ensure the high quality of the training programs and materials. He/she
will work with the SCM to verify and ensure that the training modules are
meeting their objectives. She/he will work closely with the Director of M&E
to ensure all training results are recorded accurately and on time. 

d. Program Management: The STPA will backstop the COP as needed and will
undertake such management responsibilities as directed by the COP, including,
but not limited to the generation and production of Quarterly Reports, Annual
Reports, and Annual Work Plans.

e. Location: This is a full-time position based in Kigali, Rwanda with
frequent travel to the districts. It has a maximum duration through August
10, 2016. This posting is for work we are awaiting.

QUALIFICATIONS: 

a. At least 12 years combined experience in
engineering, transportation policy, international development, and project
management
b. Master’s Degree in related field
c. Experience working directly with governments in a policy capacity
d. Experience working with USAID
e. Experience working in Africa
f. Project management experience
g. Capacity building experience, especially in a developing world context
h. Fluency in English–French and/or Swahili a plus
