has been working in Rwanda since 2006, promoting greater cooperation and
understanding within and across borders. Under our 2017-2021 strategy, we focus
on four themes, namely: 1) Promoting inclusive governance; 2) Strengthening
Media and Civil Society as Peacebuilders and Promoters of Dialogue; 3)
Supporting Access to Livelihoods; and 4) Promoting a Good Neighborhood
(Locally, Nationally and Regionally).
Summary
of Position
Search
is seeking a Finance Officer. Based in Kigali and reporting to Search’s
Group Controller, s/he will be responsible for the day to day financial
management of the country office. The Finance Officer will work hand in hand
with program implementation staff and partners to ensure smooth operations and
implementation of programming in a transparent and compliant
manner.  
Responsibilities
  • Assist
    in the formulation, implementation and monitoring of annual
    business/project plans and budgets including the provision of rolling
    forecasts.
  • Oversee
    all Financial Accounting matters, including maintenance of the general
    ledger, balance sheet, receipts, payments and payroll requirements.
  • Manage
    the short-term cash flow requirements of the program, liaising with SFCG
    HQ to facilitate cash transfers.
  • Responsible
    for payments for the office, ensure adequate and compliant documentation
    that follows donor and organizational policies and procedures.
  • Prepare
    and upload the country finance expenses (MFR) into the system in a timely
    manner, including filing and scanning supporting documentation.
  • Oversee
    the financial management of partner contracts, ensuring the partner
    complies with the obligations and SFCG finance policy
  • Oversee
    the production of the Country  Monthly Management  Information
    pack (including but not limited to Project Status Reports (BVA) and
    forecasts, Reconciliation reports including Balance Sheet, Petty Cash),
    together with appropriate financial/contract variance and risk reporting.
  • Ensure
    that the program delivers and accounts for all activities in accordance
    with National, Regional and Local taxation requirements (e.g. Income Tax,
    Social Security, VAT, Corporation Tax etc.).
  • Assist
    the country program management in ensuring that the Country is compliant
    with all statutory requirements.
  • Ensure
    transparent accounting and cost allocation systems are developed and
    implemented in accordance with contract and HQ requirements.
  •  Facilitate
    and provide support to all donor and internal audits in  
    coordination with the Country management, Group Controller and HQ.
  • Provide
    training to finance and non-finance staff in financial activities/areas
    that benefit program delivery.
  • Perform
    other duties as required.
As

Qualifications
  • Bachelor’s
    degree in Accounting, CPA or ACCA is an added advantage.
  • At
    least 4 years professional work experience in finance, ideally in an INGO
    or other international agency
  • Experience
    of financial reporting and grant management with a range of external
    donors
  • Experience
    of reporting and monitoring to tight deadlines
  • Effective
    financial management skills and knowledge of finance systems and
    procedures
  • Excellent
    organizational skills with the ability to coordinate activities
  • Good
    literacy, numeracy and IT skills including Excel
  • Ability
    to demonstrate initiative, be proactive and offer a solution-oriented
    approac
  • Determined
    and committed to high quality standards
  • Ability
    to establish effective working relationships at all levels internally and
    externally
  • Excellent
    communication and interpersonal skills
  •  Ability
    to prioritize work, meet deadlines and work calmly under pressure, while
    maintaining flexibility and enthusiastic approach
  • Interest
    in and commitment to SFCG’s conflict transformation mandate
  •  Fluency
    in both Kinyarwanda and English is required.
