will work to improve reading outcomes in Kinyarwanda for at least 1 million
children in public and government-

aided schools in Rwanda by the end of Grade
3. Specifically, Soma Umenye will target all children in Grades 1-3
attending public and government-aided schools nationwide and ensure that at
least 70 percent of students are able to read grade-level text with fluency and
comprehension by the end of Grade 3.

Principal
Duties and Responsibilities
  • Support
    MINEDUC and Rwanda Education Board (REB) to develop assessment systems
    that measure progress against the new competency based curriculum in
    literacy both in the classroom and national level.
  • Support
    REB, University of Rwanda College of Education (URCE), and teacher
    training college (TTC) staff to develop literacy/writing assessment items
    for classroom assessment. Support REB to create guidelines for writing and
    validating appropriate early grade reading items.
  • Support
    REB to develop P1 fluency standards and review draft P2-P3 standards,
    using past literacy assessments and literacy benchmark assessments to
    identify needed Kinyarwanda fluency for children’s reading comprehension.
  • Support
    REB to develop and implement a plan for national assessment of early grade
    reading that will continue after the end of the Soma Umenye Activity.
    Support the training of enumerators needed to conduct a national
    assessment of early grade reading.
  • Work
    with MINEDUC, URCE, and the TTCs to promote equity in literacy outcomes
    among boys, girls, and children with special needs.
  • Leverage
    M&E data collected (likely on an ongoing basis) to inform adjustments
    in the project’s approach and ensure continued improvement in student
    reading outcomes.
Job
Qualifications
  • Master’s
    degree and 6 years of experience or Bachelor’s degree and 10 years of
    experience in the education sector.
  • Familiarity
    with scientifically based reading research preferred.
  • Demonstrated
    experience assessing P1-P3 students’ early grade reading performance, and
    training teachers in how to use such assessment methods in the classroom.
  • Experience
    promoting equity in learning outcomes among boys, girls, and children with
    special needs.
  • Demonstrated
    exemplary diplomatic, communication, and interpersonal skills.
  • Written
    and spoken proficiency in English.
Location
of Assignment
The
location of assignment is Kigali, Rwanda with intermittent travel throughout
the country.
Supervision
The
Assessment Specialist will report directly to the System Strengthening Advisor
or his/her designee.

BACKGROUND
Scaling
UpNutrition (SUN) Alliance Rwanda is a national not for profit umbrella of
Civil Society Organizations (CSOs) working in Rwanda to promote nutrition
sensitive and nutrition specific interventions across the country. The primary
purpose of the Alliance is to strengthen coordination, Social Mobilization,
Advocacy & Communication (SMAC), between nutrition actors, through tracking
results, programs and resources of its members and thus aligning them with
country plans to Eliminate all forms of Malnutrition. 
The
SUN Alliance also envisions strengthening the principle of accountability
within its members as well as advocating for more nutrition actions especially
increased multi-sectoral coordination backed by increased financing.
Task:SUN Alliance
Rwandaseeks an IT Specialist/ consultant with relevant expertise to design and
construct a comprehensive website that offers a visible web presence for the
organization, and offers functionality to its members.
Functions
/ Key Results Expected
The
hired IT Specialist/Consultant will be required to create a web platform
ensuring the completion of the following tasks within the timeline (listed
below with priority to):
  • Interactive
    and appealing web design
    : Web Designs are very subjective,
    we expect the hired IT Specialist/consultant to show-case their best
    elements in delivering a best suited web design options(at least 3 themes
    / designs to choose from using WordPress).
  • :
    Secured & Authenticated Web Access should be secured in accordance
    with current best practices. The design of the solution should adhere to
    security best practices, for example: passwords should not be stored in
    plain-text, all form data should be validated, all user input should be
    sanitized, user interactions and activities should be logged etc.
  • Content
    Management
    :
    Who uploaded – Date of upload – File Format etc., creation of new relevant
    page (if required), Mouse Over description on File Name (compatible to
    major OS and Browser) image uploaded should be uploaded with mandatory
    keywords / tags / fields (will be decided later) – for internal Search
    Indexing. The solution should allow authorizedpersonnel to edit and update
    the website including the ability to create, remove, edit and publish
    content. – Comply with the SUN colour coding.
  • Site
    news/Trending now content blocks
    : The web solution will provide
    content/screen areas containing: • Calendar • Upcoming events • Latest
    news/Site news • Trending topics
  • Site
    Statistics/Management Reports
    : The solution should provide
    authorised users with a number of relevant reports, for example site
    usage, key interests within the collaborative spaces and other relevant
    statistical data.
  • Our
    Blog
    :
    Intranet should be capable of having Blog(s), with different themes /
    designs (at-least 3 themes / designs to choose from).
  • Social
    Network Integration
    :  create and integrates our
    social media pages on the Web page like twitter, facebook, flicker, etc.
  • :
    A draft policy or a report could be uploaded with an option of
    sharing  via other social media networks
  • The
    solution should provide users with the ability to search for and locate
    content based on keywords and key phrases. Search should not be limited to
    articles, pages or other forms of content-administrator created posts but
    should also include user-generated content found within the community
    areas. the search engine must be friendly, standard and advanced
  • Member

  • Intranet
    Usage analysis monthly report.  Who accessed it; What document is
    uploaded; Frequency of Intranet, pages accessed; (With other standard
    Usage Analysis features)
  • Archive

    Customized and automated Archival of documents, articles, data, video,etc..
  • Calendar,
    Events, Reminders
    : Specific authorized users should
    have the ability to create and administer events and event details. Other
    users should be able to search for and find events based on specific
    criteria.
  • Mass
    Email/Messaging
    :
    Design and implement email system linked to the website.
  • Spam
    Control
    :
    The solution should provide an automated challenge system that reduces the
    number of spam comments/posts that either need moderation or slip through
    filtering mechanisms.
Supervision
& Contact
Supervision
and contact for the consultant will be primarily carried out by the SUN
Alliance personnel in charge of Administration, and the final product will be
approved by the Chairman of SUN Alliance Rwanda.
Copyrights
SUN
Alliance Rwanda will hold exclusive rights to all design and other work
products contained on the website. Should the consultant require use of the
website in their portfolio, they will require written permission from SUN
Alliance Rwanda.
Required
education, experience and competencies
1.
University degree in IT, Communications/ or related field
2.
Demonstrated ability to conduct communications research, both with managers and
audience/users.
3.
Experience in editorial practices for any media such as newspapers, magazines,
websites, and television.
4.
Documented experience in web design, web behavior knowledge
When
applying, the contractor is expected to provide any links to websites designed
or edited by the contractor, as well as any proof of successful
communications/web design assignments.
Timeframe
and duration of the assignment
It
is expected that it will take 25 working days to complete the assignment.

    creating and managing content; Analytics and website monitoring report
    capabilities;
  • Sample(s)
    of similar work-done (please list active web address);
  • Hosting
    Service (if you provide such services).
  • Having
    an experience working with NGOs especially it is a plus.
