operation (SBFIC) is a German NGO
operating in Rwanda since 2009. Among other activities, SBFIC works in close
partnership with the Government of Rwanda/ Ministry of Finance and Economic
Planning (MINECOFIN) and other partners from the public and private sector in a
joint program: The professionalization of the SACCO sector in Rwanda.

This
program focuses on the computerization of Umurenge SACCOs, the consolidation of
Umurenge SACCOs on District level, and the subsequent establishment of a
Cooperative Bank. SBFIC’s role in this program is to provide, in close
collaboration with the Association of Microfinance Institutions in Rwanda
(AMIR), consultancy services to MINECOFIN and other Government entities. For
this program SBFIC is looking at employing a Business Development Support
Expert
who shall work directly for the Technical Steering Committee of the
program, which is chaired by MINEFOFIN. The contract duration is 1 year
renewable upon successful performance and availability of funds.
Strengthening
of the financial sector is one of the key factors for the well-being of people.
ThereforeUmurenge SACCOs have to improve their services, structure, procedures,
performance, and financial stability. They also need support in terms of
consultancy, IT, access to national and international payment services, access
to funds, capacity building and more. Supporting the Steering Committee in
managing the Program to Professionalize the SACCO Sector will be your main
task.
You
will become member of a highly motivated project team, composed of project
partners from the Government of Rwanda, the Private Sector, and the
international consultancy team of SBFIC and AMIR. You will be working on

Job
responsibilities:
Your
responsibilities will include, but are not limited to:
Program
Management
  • Coordinate
    the program activities of all partners and stakeholders by being in close
    contact with MINECOFIN, MINALOC, BNR, RCA, AMIR, SBFIC and others
  • Produceregular
    progress reports
  • Develop
    and track an implementation road map with specific deliverables and
    timelines for each activity
  • Support
    the legal foundation and the licensing process of the District SACCOs and
    the Cooperative Bank
Support
of the Project Team
  • Provide
    strategic advice on the consolidation process of Umurenge SACCOs
  • Develop
    by-laws, internal policies, procedures and systems for the District SACCOs
    and the Cooperative Bank
  • Develop,
    continuously analyse, and redefine appropriate structures and
    relationships between District SACCOs and the Cooperative Bank, e.g. in
    terms of business functions, rights and obligations
  • Elaborate
    details on equity, soundness and viability for the District SACCOs and the
    Cooperative Bank
  • Identify
    capacity development needs for the staff of District SACCOs and the
    Cooperative Bank
  • Provide
    assistance in resource mobilization programs to support the Umurenge
    network consolidation
Minimum
qualifications:
  • Master’s
    degree in Economics, Finance, Management, or a related subject
  • Comprehensive
    experience in project management by demonstrating at least 2 assignments
    accomplished.
  • Minimum
    of 5 years working experience in banking, microfinance or related areas in
    the finacial sector
  • Profound
    knowledge of the Rwandan financial systems, the role of key institutions
    in the sector and in the field of inclusive finance
  • Additional
    experience as consultant for the financial industry is an advantage

  • Comprehensive
    understanding of the project management cycle and managing for results
  • Excellent
    conceptual and analytical skills
  • Very
    good organizational skills and talent to work in a self-responsible and

    change management skills
  • Dynamic
    and fast-moving in implementing the activities
  • Strong
    English communication skills (oral and written), fluency in French is an
    added value
  • Strong
    IT skills, particularly core banking systems;excellent MS Office Suite
    mastery, particularly in MS Excel and MS PowerPoint
  • Mature,
    with high integrity, and self-disciplined

Technical Steering Committee of the Program to Professionalize the SACCO Sector
