CHILD
SAFEGUARDING:
Level
3:  the post holder will have contact with children and/or young
people either frequently (e.g. once a week or
more) or intensively (e.g. four days in one month or more or
overnight) because they work country programs; or are visiting country
programs; or because they are responsible for implementing the police
checking/vetting process staff.
PURPOSE
OF POSITION:
As
a key finance business partner , you will provide support to the finance
director in preparation of master budgets , working with budget holders in
understanding and phasing of budgets, monitoring BVAs, preparation of reclasses
where needed and preparation of donor financial reports and monthly recharges
In
this role, you will be a go to partner to provide support/guidance to budget
holders on system/technical queries for BVAs and financial reports
You
will be highly motivated, articulate and easy to talk to. To thrive in this
role, you must be highly driven and a self-starter to achieve excellence.  
In
the event of a major humanitarian emergency, the role holder will be expected
to work outside the normal job description and be able to vary working hours
accordingly.
KEY
AREAS OF ACCOUNTABILITY:
Reporting
to the Director of Finance you will be responsible for:
Financial
Planning
  • Provide
    support to proposal development and review processes, ensuring all staff
    inputs happen in timely and effective manner and advice on donor
    compliance.
  • Ensure
    that new proposals are aligned to the master budget gaps
  • Create
    codes when new budgets and Upload SOF budgets into Agresso and ensure they
    are well phased.
  • Update
    the timesheet matrix and communicate appropriately for staffing needs
  • Be
    the interface between awards and finance in proposal and master budgeting
  • Support
    on master budget development, cost allocation, monitoring of award
    budgets, phasing and forecasting.
  • Use
    the master budgeting process to inform effort reporting and shared
    non-staff cost allocations. This is with a view to ensuring that staff are
    investing time on the awards that they are planned to be working on.
  • Capacity
    Building: work with budget holders (FO and CO) to ensure that they fully
    understand the importance of the master budget process and how it can help
    them make informed decisions
  • Identify
    any gaps that might be present in the existing master budgeting process,
    recommend improvements and implement changes where appropriate
Financial
Reporting
  • Ensure
    accurate and timely submission of financial reports and attachments to
    members, donors and government regulatory agencies
  • Preparation
    of monthly financial reports and ensure partner reports are submitted and
    validated for timely reporting
  • Provide
    value added ad hoc financial analysis to budget holders to inform decision
    making
  • Providing
    high quality monthly financial BvA reports
  • Support
    budget holders with identifying and posting cost reallocations
  • Ensure
    that grants that are coming to an end follow the required grant closeout
    process and financial risks are mitigated
  • Provide
    useful analysis of CAM impact in coordination with awards
  • Ensure
    sub-offices receive adequate support to operate efficient accounting
    systems, including timely receipt of monthly budget variance analysis by
    budget holders, timely answers to queries and scheduling tasks and
    deadline
  • Perform
    Monthly Recharges of prepayments
Child

  • Understand
    the provisions of the Child Safeguarding Policy, Code of Conduct and
    Local/Country Procedures and conduct oneself in accordance with the rules
    of the Child Safeguarding Policy, in personal and professional lives –
    which includes reporting suspicions of child abuse
  • ensure
    the way he/she is carrying out work is not putting children at risk (or
    further risk) – this means constantly scrutinizing his/her work through a
    child safeguarding lens and talking to children about possible
    design/implementation “flaws”
  • promote
    the message of child safeguarding to colleagues in other organizations and
    government ministries, children in their own and beneficiary families, and
    community members in general  and be vigilant about observing
    possible child abuse/harm in their personal and professional lives
  • Support
    the process of ensuring that child safeguarding and child protection mainstreaming
    are integrated into all M&E frameworks through measurable output and
    outcome indicators; and support the process of piloting and scaling up
    local level beneficiary complaints’ mechanisms in relation to staff
    conduct, with an emphasis on the Child Safeguarding Policy and measure to
    prevent sexual exploitation of women and children.

QUALIFICATIONS
  • Accounting,
    commerce or business administration degree from a leading university
  • ACCA
    Part II or CPA qualified
EXPERIENCE
AND SKILLS
  • At
    least 3 years of experience in a complex commercial or development sector
    organization.
  • Significant
    budgeting and reporting experience, understanding of budgeting and
    forecasting.
  • Computer
    fluency; highly competent using MS Word, Excel, PowerPoint and experience
    working in complex financial systems like Sun systems, Agresso, PeopleSoft
    etc.
  • A
    flair for figures and analysis
  • Experience
    of working in a fast-paced environment with high levels of change and
    quick turnaround times, whilst delivering to the highest standards.
  • Personal
    circumstances and commitment to travel to all field office when called
    upon
  • Commitment
    to Save the Children values.
