Save the Children works in seven regions in Rwanda with a current staff
complement of approximately 50 staff. SCI Rwanda Country Office seeks to hire
qualified, committed and experienced nationals to fill the following positions.
I.
FINANCE COORDINATOR
This is a Grade 3
position.
PURPOSE OF POSITION:
Reporting to the
Finance Manager, the Finance Coordinator will provide accurate financial
information by preparing, recording and reconciling financial transactions and
data. He/she will also provide support in planning, budgeting and reporting.
MAJOR RESPONSIBILITIES:
- Financial
Accounting, Reporting and Control - Supervise
data entry , review and post registered transactions - Produce
and analyse quarterly assets, property and facilities reports for
Programme Operations - Prepare
monthly Cash requests for submission to the Regional Office - Assist
Finance Manager to produce quarterly reports for submission to the
Regional Office (Effort Reporting Schedule, GIK, etc.) - Develop
and implement financial systems and controls to ensure effective financial
management - Prepare
and distribute monthly transaction listing to all budget holders - Prepare
and post monthly cost allocation schedules for fuel, salaries, rent,
communication, etc. - Prepare
the payroll and process staff salaries for authorization by HR and CD - Review
all statutory tax and SSF returns - Prepare
quarterly Effort report for submission to the region - Prepare
Financial transactions and supporting documents for both Internal and
external audit review
AGRESSO
- Update
staff records for starters and leavers - Carry
out depreciation of assets in Agresso - Post
all registered transactions into the General Ledger
JOB REQUIREMENTS:
- Holder
of a First Degree from a recognized University majoring preferably In
Accounting, Finance or Commerce; - Possession
of a professional qualification i.e. CPA, CA or ACCA is an added
advantage; - Possession
of a Master’s Degree In Finance or Business Administration will be an
added advantage; - A
minimum of 5 years working experience, preferably In a NGO set up; - Proven
ability to handle challenging work load; - Cross-cultural
experience, understanding and sensitivity; - Excellent

2.
FINANCE ASSISTANT
This is a Grade 5
position.
PURPOSE OF POSITION:
Reporting to the
Finance Manager, the Finance Assistant will provide accurate financial
information by preparing, recording and reconciling financial transactions and
data. He/she will also provide support in planning, budgeting and reporting.
MAJOR RESPONSIBILITIES:
- Prepares
and makes cash and bank payments in line with SCI policies - Does
monthly cash counts and cash reconciliations - Makes
payments and transfers to staff , suppliers and partners - Registers
all approved payments, journal vouchers, deposit vouchers and returns in
GLACOS and AGRESSO - Prepares
monthly staff Payroll. - Timely
prepares statutory deductions for PAYE and RSSB contribution and ensures
these are paid Into - Reconciles
staff accounts on a weekly basis. - Maintains
the finance filling system. - Facilitate
external audits by providing all required Information to the auditors - Maintains
financial records and monitoring systems; records and reconciles
expenditures, balances, payments and other day-to-day transactions - Assists
and supports In the preparation, implementation and monitoring of budgets - Ensure
that the cash and cash equivalents and financial records are safeguarded
and utilized In the Intended manner.

3.
QUALITY LEARNING AND ACCOUNTABILITY SPECIALIST
This is a Grade 3
position.
PURPOSE OF POSITION:
Reporting to the
Resource Mobilization Advisor/ Accountability Coordinator, Quality Learning and
Accountability Specialist will provide accurate financial information by
preparing, recording and reconciling financial transactions and data. He/she
will also provide support in planning, budgeting and reporting.
MAJOR RESPONSIBILITIES:
Mainstream Accountability:
- Familiar
on SCI accountability and SCI child participation and child safeguarding
standards; - Select
a team of accountability focal points from projects, conduct a
self-assessment and train them on accountability — in collaboration with
the Resource Mobilization Adviser/Accountability Coordinator; - Support
the development of a country-specific accountability framework,
accountability tools and complaints handling mechanisms for SCI Rwanda
Education Signature programme, compliant with the Humanitarian
Accountability Partnership international (HAP-I) Benchmarks - Set up
and operationalize systems to promote accountability to beneficiaries by
ensuring that (a) beneficiaries widely participate in initial rapid
assessments, (b) children and beneficiaries affected by our programmes are
informed about who we are, what we do, etc., (c) beneficiaries affected by
our programmes are aware of their entitlements, selection criteria, (d)
regular feedback from beneficiaries systematically informs on-going
programme
Monitor Programme
quality, raise red flags and support programme learning:
- Work
with PDQ team to identify programmatic areas to be monitored - Develop
a monitoring plan - Collect
data in the field from relevant stakeholders (community members, children,
local authorities etc.) - Compile
and analyse data in a report with key findings and lessons learnt to be
shared with PDQ team within the following week after data collection - In
collaboration with supervisor and PDQ team, promote a culture of lesson
learning between programmes - Support
PDQ team in developing consultations with children and key stakeholders
during country annual and country strategic planning process
JOB REQUIREMENTS:
- Holder
of a First Degree from a recognized University majoring preferably in
Statistics, Education or relevant Social sciences; - Proven
experience In leading planning, monitoring and evaluation processes, audits
or research In an NGO setting as well as data analysis - Strong
capacity and creativity in leading and facilitating participatory
methodologies to meaningfully engage beneficiaries and receiving their
feedback, including children. - Proven

4.
CHILD RIGHTS GOVERNANCE/CHILD PROTECTION OFFICER
This is a Grade 3
position.
PURPOSE OF POSITION:
The Child Rights
Governance/Child Protection Officer is responsible for ensuring effective,
efficient and cost-sensitive “Strengthening children’s rights and child
protection In Rwanda Project” management in close coordination with
partners under the guidance of the CRG Management
The Project Officer
is expected to contribute to the overall program planning,
monitoring/reviewing, evaluation and reporting as well as to support other
component projects to ensure the program interrelated coherence and synergies.
MAJOR RESPONSIBILITIES:
Key Accountabilities
- Be
responsible to support the day-to-day management of the
“Strengthening children’s rights and child protection In Rwanda
Project” to ensure an effective, efficient and cost-sensitive
management by partners. The support to the project management includes
support to annual and quarterly planning, implementation of activities,
monitoring/ reviewing of activities, reporting through coordination with
partners as per project agreement; - Contribute
to the planning (annual planning and medium-term planning) of the CRG and
CP project as well as to the overall planning and management of the Child
Rights Governance Program under the guidance of the Operations Manager; - Provide
technical Inputs to other component projects of CRG as requested by the
Operations Manager.
Budget management
and fundraising
- Be
fully responsible for budget management of the “Strengthening
children’s rights and child protection in Rwanda Project” from
facilitating budget planning, regular budget projection, expenditure
monitoring, and budget reporting In coordination with relevant partners,
In compliance with Save the Children system and procedures with guidance
of and in collaboration with the Operations Manager; - Involve
in the process of drafting proposal and identifying the issues of budget
planning and Implementation with partners and support the Operations
Manager and Resource Mobilisation Advisor in drafting fundraising
proposals or conducting fundraising Initiatives In the area of CRG and CP.
Reporting
- In
collaboration and with guidance of the Operations Manager, be responsible
for the elaboration of progress, annual and other types of narrative and
financial reports to SC and relevant donors; - To
facilitate similar processes among partners, as required.
Representation
and networking
- Represent
“Strengthening children’s rights and child protection in Rwanda
Project” with relevant partners, and if in public areas/ arenas,
Including Child Rights Working Group and CR Coalition— in consultation
with and keeping the Operations Manager updated; - Link/communicate/learn
with other organizations/projects to learn relevant experiences, foster
cooperation for synergies and collaboration in consultation with the
Operations Manager and keeping the latter updated. - Communication
with other program sectors within SC - Provide
technical support for and liaison with other teams, as required.
General

JOB REQUIREMENTS:
- University
degree or equivalent in Social Sciences; - 2-3
year experience/knowledge on children’s rights, advocacy and/ or
networking is essential; commitment to rights based approach to
programming and monitoring of the implementation of the United Nations’
Convention on the Rights of the Child (UNCRC); - Familiarity
with civil society concept and different on-going perceptions of civil
society situation In Rwanda; - Good
understanding of socio-political development in Rwanda, including the work
of NGOs and local partners; - Good
protect management skills, Including particular laundering - Good
facilitation, negotiation, networking and advocacy skills; - Good
interpersonal skills , and high team working spirit; - Excellent
