1. INTRODUCTION

BACKGROUND:
Rwanda Social Security Board (RSSB) is a public Institution established in 2011 to manage the Social Security regime and Medical insurance put in place by the Law 45 of 14/12/2010. It is under the state guarantee and the tutelage is ensured by the Ministry of Finance and Economic Planning .Rwanda Social Security Board is governed by Law No of 14/12/2010 concerning organization and functioning of Social Security and medical insurance. The purpose of the Board is to provide social protection to people living in Rwanda from effects based on lack or reduction of input due to the following reasons: old age, death, disability, occupational hazards, sick leave, maternity leave and medical insurance. RSSB was created by the Government of Rwanda and is financed by employers and employees contributions.

RSSB wishes to hire 2 Estate developers with knowledge in civil engineering that will report to Head of Estate division

2. SCOPE OF WORK
• Offer civil engineering expertise as part of the team that maintains commercial properties and ensures they are in good condition;
• Conducts civil works, carryout property valuation works, required maintenance, repair and general good up keep of real estate assets;
• To assist senior engineer in preparing and updating strategic and operational plans;
• To assist senior engineer in preparing and submitting regular reports to the director of real estate;
• To assist in preparation of required tender document and tender analysis;
• Assist in feasibility study of real estate projects;
• To recommend ways to bring systems and operations into compliance with goals and objectives;
• Conduct civil works, control real estate construction projects and carrying out technical study of civil works requirements for the execution of the projects;
• Recommend ways to bring systems and operations into compliance with goals and objectives.

Qualifications
3. QUALIFICATIONS REQUIRED
The applicant must possess a masters or bachelors degree in civil engineering or any other related field

4. EXPERIENCE.
The applicant must have a minimum of 2 years experience in civil engineering or managerial position.

5. PERSON SPECIFICATIONS
• Excellent interpersonal, communication and organizational skills, ability to read, analyze and ability to handle multiple tasks ;
• Fulfill responsibilities with limited supervision while maintaining effective communication with assigned supervisor
• Ability to speak and write in English, knowledge of French is added advantage ;
• Possess Civil engineering skills ;
• Strong sense of service to clients, openness to feedback and to new ideas, ability to work in teams and meet team objectives ;
• Ability to deliver quality work within deadlines ;
• Good written and oral communication skills ;
• Ability to analyze and evaluate information pertaining to civil works and preparation of written reports of work performed.
• Knowledge of computer aided software (ARCHI CAD, AUTOCAD,STAAD PRO etc)
