The
Rwanda Natural Resources Authority (RNRA) is a government institution located
in Gasabo District (at Remera Kisementi to CNLG) having been established by
the Rwandan Government law N0 53/2010 of 25/01/2011.
RNRA is
an authority that heads the management of promotion of natural resources
which is composed of land, water, forests, mines and geology. It is entrusted
with supervision, monitoring and to ensure the implementation of all issues
relating to promotion and protection of natural resources.
In
order to implement its mission, the Rwanda Natural Resources Authority is
seeking to recruit competent candidate to fill the following vacant position
that is in the structure gazetted in the official gazette N0 50bis of
13/12/2010 :

POST : DIRECTOR OF HUMAN RESOURCE AND ADMINISTRATION UNIT
Job
description :
To be
responsible for all aspects of Human Resources and Payroll functions for the
RNRA ; To be responsible for development, implementation, and evaluation of
Human Resources policies and procedures ; Manage, administrate and Provide
advice and assistance on staff performance management cycle from performance
agreements to appraisals and ensure their quality is up to standard ;
Regularly evaluate efficiency of existing performance management tools and
advise reviews accordingly ; Follow up on management complaints and staff
grievance related to staff performance and advise remedy or escalate to HR
Manager for timely intervention Promote workplace safety through design of
proper working environment and advise management accordingly ; Compile and
consolidate each individual development plan to facilitated their
implementations ;
Requirements
of the post :
  • Master
    in Management, Public Administration, HR Management or AO in Management,
    Human Resource Management, Public Administration, HR management with 3
    years of experience in Human Resource Management .

POST : DIRECTOR OF WATER RESOURCE PLANNING AND REGULATION
JOB
DESCRIPTION :
  • Will
    be responsible for water use planning and regulation of reservoirs and
    lakes
  • Administer
    water permits for water use (water abstraction and waste water
    discharge) and water services (drilling, hydraulic works construction,
    and easement),
  • Monitor
    and enforce compliance to water laws and regulation,
  • To
    follow-up assessment of environmental impacts related to water resources
    development.
  • Take
    on some WRM functions namely water use planning, water reservoir
    regulation, maintenance of reservoirs to remove blockages and water
    hyacinths and conflict resolution.
  • Manage
    the national register of water rights, water user associations and other
    groups
  • Coordinate
    the integration of water development and utilization plans for different
    sectors into harmonized water development plans
  • Explore
    and develop alternative sources of water 
  • Coordinate
    and support activities related to protection and conservation of
    Watersheds
  • Coordinate
    and support activities related to protection of rivers, lakes 
  • Contribute
    to the effective eradication of all water pollution including the water
    hyacinth
  • Promote
    all activities related to rainwater harvesting

Description :
  • Promote
    communication and cooperative relations through intensive exchange
    amongst the various players in transboundary water cooperation. This
    includes communication between national governments, basin organizations
    ; frequent exchange of experiences between basin organizations ;
    promotion of dialogue between academicians, stakeholders and policy
    makers
  • Increase
    sector specific technical knowledge through information acquisition and
    exchange among players in the Nile Basin, experts and executive
    personnel in basin commissions and regional integration communities ;
  • Invest
    in implementation of integrated water resources management plans that
    centre around extensive investment measures, that take into account
    cross border aspect ;
  • Participate
    in development of mechanisms for resolution of conflicts and take part
    in activities that avert and reduce friction and crisis

description :
  • Survey
    all Classified Forests ;
  • Demarcate
    surveyed boundaries with beacons ;
  • Prepare
    cartographic maps showing sites to be planted and forests to be
    harvested ;

    district forest officers on forest survey and mapping ; and
  • Update
    maps in response to changes ; and
  • Maintain
    a repository of maps of all Classified Forests.

    that all forest offences are prosecuted ;

description :
  • Support
    and train the small scale mining entities in profitable mining and on
    book keeping ;
  • Advising
    the small scale miners and medium scale miners on the nature of the
    minerals market ;
  • Linking
    miners to potential supporters of their ventures and potential investors
    into their ventures (building partnerships) ;
  • Continuously
    work on the fiscal regimes in the mining sector ;
  • Monitoring
    financial performance of the mining and petroleum sectors ;;
  • Working
    out comparisons between proposed mining projects with other competing
    investments (land uses) ;

    the global mineral/petroleum market and providing advice to investors

    reports which may include recommendations for drilling methods, the
    amount of hydrocarbons contained, and drilling simulation data ;
  • Design
    and implement drilling protocols ;
  • Decide
    on the specialized extraction equipment ; 
  • Simulate
    hydrocarbon extraction ;
  • Assess
    costs and estimate the production capabilities and economic value of oil
    and gas wells, in order to evaluate the economic viability of potential
    drilling sites ;
  • Assist
    engineering and other personnel to solve operating problems ;
  • Maintain
    records of drilling and production operations ;

    drilling and testing information.

    and implement environmental controls on oil and gas operations.

    the removal of drilling equipment, the removal of any waste, and the
    safe return of land to structural stability when wells or pockets are
