Rwanda’s economy depends mainly on agriculture
production and food crops that account for much of the Land under production.
The agriculture sector in Rwanda employs a high majority of the labor force but
cannot yet ensure self-sufficiency. Hence, Rwanda’s vision 2020 and its medium
term development strategy – the Economic Development and Poverty Reduction
Strategy(F.DPRS) seeks to move the sector from subsistence to market oriented
production and encourage diversification to non-traditional crops of high
potential for exports as well as food security and import substitution by
inter-ali

agricultural productivity. The strategy identifies improving district roads as
a catalyst for rural development and sets it out as one of its monitorable
results.
As part of the national effort to improve the feeder
roads network, the Government of Rwanda has expressed its interest to obtain
the support of feeder roads development. In line with this, four priority
districts, namely: (Karongi and Nyamasheke (Western Province), Rwamagana
(Eastern Province), and Gisagara (Southern Province) were selected and will be
financed through a proposed Project, the Rwanda Feeder Roads Development
Project which will be financed by the World Bank.

Project in different activities related to the design, implementation of works
and overall management of the feeder roads development program.

The consulting service for this assignment shall cover

Qualifications and Experience Requirement:
•Education: At least Master’s Degree in Civil
Engineering with a specialization in Highway, Road or Transportation
engineering from a recognized University.

•Experience: The expert should demonstrate
professional experience in the design, construction/rehabilitation and
maintenance of roads, engineer’s estimate and contract preparation as well as
negotiation; and demonstrated technical background in rural roads. The expert
should have experience in procurement of engineering services and works
contracts.

•Communication skills: Have very good
communication skills (written and oral) in English. Good knowledge of both
English and French will be an advantage;

•Other skills: Have a good computer skills
(Word, Excel and AutoCAD), (ii) have a good skills in computer software used to
design and manage roads, (iii) a good ability to work in teams of diverse
backgrounds and cultures, (iv) be in good health and have the ability to make
fairly frequent trips across the country.
