CHEMONICS / RWANDA FAMILY HEALTH PROJECT
The Rwanda Family Health Project (RFHP) is a
USAID-funded program implemented by Chemonics that aims to increase the use of
district-level facility and community-based family health (FH) services. For
the purpose of this activity, “family health” includes an integrated
package of services related to family planning and reproductive health (FP/RH),
HIV/AIDS, maternal, neonatal, and child health (MNCH), malaria prevention and
treatment, nutrition, safe water and hygiene, and tuberculosis. “Integration”
means the organization, coordination and management of multiple activities and
resources to ensure the delivery of more efficient and coherent services in

Chemonics / RFHP is recruiting for one individual for
each of the below positions:

1. Long Term (LT) Training Coordinator
The Training Coordinator is responsible for 1)
assisting with preparation of training materials and curricula, and 2)
coordinating and tracking reports and documentation of all training activities
carried out by the project.

Qualifications
- University degree in instructional design,
training, education or an associated field - Minimum of five years’ work experience in a
profession related to training Experience coordinating or facilitating
training for employees in healthcare settings - Experience designing, editing, and reviewing
training materials and curricula - Demonstrated ability to work and communicate with
healthcare workers at the district and community level, as well as
government representatives - Excellent writing skills in English and French
- Advanced computer skills, particularly in MS
Office software, word processing, and spreadsheets. Strong oral and
written presentation skills, including use of PowerPoint
2. Short Term (ST) Laboratory Construction and
Renovation Supervisor
Renovation Supervisor
As part of its support to the Rwanda Ministry of
Health (MOH), RFHP is planning to renovate the laboratories at two health
centers to upgrade them in providing laboratory services. The overall objective
of this consultancy is to provide support and supervision for these laboratory
renovation and construction activities. In order to reach the above objective,
the consultant shall provide support in the following areas:

1) Construction design review and revision:
including reviewing the designs and clarifying or correcting errors/ omissions
during the bidding or administration of the subcontract for construction.

2) Procurement of construction services:
including attending pre-bid meetings/ site visits, answering bidder inquiries,
and assisting in the review and analysis of bids as a member of the evaluation
committee.

3) Obtaining necessary construction permits:
including defining the necessary requirements to start construction work in
sufficient detail and on a timely basis for activity planning and advancement.

4) On site supervision and superior inspection:
including leading weekly on-site construction review meetings for each site and
providing engineering direction and advice as appropriate.

5) Environmental mitigation and monitoring support:
including ensuring the environmental mitigation measures in RFHP’s
Environmental Mitigation and Monitoring Plan are conducted and monitored.

6) Final acceptance of completed facility:
including submitting deliverables to RFHP and Rwandan counterparts and
obtaining a final certificate of construction completion from the MOH.

Duration:
The estimated level of effort for this assignment is
approximately 55 work days, to be completed intermittently over the course of
approximately 6 months from October 2014 through March 2015.

Qualifications:
- Degree in construction, civil engineering or
related field with valid registration/ certification for Rwanda - At least 3 years of work experience in
construction design implementation and/or supervision. Experience in the
design and construction of medical facilities highly desired. - Solid understanding of standards and regulations
related to construction of medical laboratories in Rwanda - Ability to work and collaborate with specific
districts for construction and renovation requirements - English/French written and oral communication
skills
