Rwanda Broadcasting Agency (RBA) has been promulgated by
the Law N°42/2013 of 16/06/2013. It establishes a new national broadcasting
origination, focused on delivering a level of excellence and service in the
broadcasting industry. RBA needs a team of exceptionally talented and highly
motivated broadcast professionals to lead the changes and deliver high quality
television, and on-line programme content.
The new RBA senior staff will need to show aptitude to
manage complex and fast moving operations. He/she will have proven ability to
deliver productions to a high quality, on time and within budget. He/should be
a decision-maker, self-starter and able to produce award winning content to
international standards.

Job position
1) Director of Television:
Key Responsibilities
Direct program staff to develop and produce
content that is popular for Rwandan audiences, attracts advertising and can be
assessed as popular using established methods of monitoring viewers approval;
Build a weekly and season based (quarterly)
programme schedule for the channel. It must be marketable to local advertisers
and sponsors and prove attractive to the Rwanda audience;
Commitment to delivering high quality Rwandan made
television programmes. They should cover a variety of genre, including, but not
limited to factual based current affairs series, entertainment shows, sports
coverage, children’s programming and content that addresses and supports the
development needs of the country;
Safe guard the Editorial line of RBA; ensure that
ail on-air staff and producers understand and apply the editorial standards
established by the RBA editorial guidelines;
Ensure the values of the public service
broadcaster, as described in the RBA law and detailed in the agency’s policies
and guidelines are adhered to and when appropriate, defended. The role requires
advocacy skills, to effectively communicate to a wide range of people,
including those in positions of influence. All news operations must adhere to
the principles established for a public broadcaster;
Provide insight, advice and information to the
board and DG as required;
Prepare, monitor and evaluate all entertainment
based programmes, music shows, chat shows and on-air competitions. The design
of the output must be evidence-based and relate to empirical research that
informs on what viewers like and the profile of viewers at different periods of
the broadcast cycle; put in place and approve production of programmes to be
aired on the national television channel and to monitor their implementation in
accordance with the editorial policy;
Commission Rwandan made programmes from commercial
producers, so as to increase the number and quality of content’ aired on the
national channel. Manage a team of commissioners who can support the
acquisition of new programmes, ensuring the quality of productions accords with
international standards and is relevant to the interests of Rwandans;
Work closely with the senior marketing and
sales executives to increase income on TV.
Monitor how live talk shows are aired on TV;
Ensure that shows attract loyal and identifiable
audiences. The objective is to market each show and each area of the show in a
popular manner. Direct producers and show presenters on how to increase
audience size and increase revenues linked to each show;
Establish a system to safe guard the national
channel from infractions by on-air staff and to have plans in place to address
inadvertent or deliberate mis-use of the channel’s output;
Plan and provide training as needed for staff;
Create a baseline survey that indicates what type
of programmes the audience wishes to see and develop schedules and programme
concepts that are designed to effectively and quickly increase audience numbers
and loyalty.
To maintain a schedule of audience surveys, as
agreed with the Marketing Director, DG and DDG;
Ensure the budget provided for TV is maintained
and provide controls to avoid over spend and establish means to increase
revenues in conjunction with the marketing and sales efficiency and quality of
RBA;
Assist directors or other senior staff members to
support the efficiency and quality of RBA
Minimum Qualifications: At least a University Degree in any
field with 5 years experience in media or a track-record in TV production and
programming.
