Rwanda Agriculture Board (RAB) Accountant Job Vacancy in Rwanda

Rwanda
Agriculture Board (RAB) wishes to recruit an Experienced and Hardworking Staff
under the Seed Program Unit (SPU) to fill the post of Accountant.
Job Responsibilities
  • Developing
    suitable accounting systems and procedures for the management of SPU
    resources;
  • Responsible
    for SPU’s financial operations and management and cash flow forecasts that
    will be used for requests for disbursement from RAB and SPAT 2 according
    to the institutional arrangement.
  • Advising
    the SPU Management on all matters related to financial management;
  • Ensuring
    effective cashflow management including monitoring and controlling of
    expenditure;
  • Liaising
    with SSPAT 2 on matters relating to SPU funding and financial management;
  • Preparation
    of monthly program financial reports including statements of expenditure as
    required;
  • Any
    other duties that may be assigned from time to time by the Coordinator of
    SPU.
  • Support
    in raising monthly closings and account analysis;
  • Reconcile
    and maintain balance sheet accounts;
  • General
    ledger operations;
  • Prepare
    journal entries;
  • Assist
    with monthly closings and preparation of monthly financial statements and
    monthly financial management reports;
  • Assist
    with accounts receivable and accounts payable plus tax computations and
    returns;
  • Support
    the Personnel office with payroll administration;
  • Assist
    with, implementing and maintaining internal financial controls and
    procedures;
  • Keep
    well documented financial records and respect all accounting procedures
QUALIFICATIONS
  • A
    University degree with a major in Finance, Accounting, or any other relevant
    field postgraduate qualification in a related field will be an added
    advantage;
  • At
    least 4 years hands on experience and skills, 2 of which covering
    high-level complex financial management functions of multi-donor funding
    nature;
  • Broad
    understanding of best practice and knowledge and experience in the
    utilization of information technology for finance management;
  • Sound
    analytical, statistical and report writing skills, dynamic,
    results-oriented, versatile and with interpersonal and communication
    skills;
  • Financial
    probity and high-level professional integrity,
  • Ability
    to make sound judgments, systematic planning and to effectively manage
    work assignments in a timely manner;
  • Computer
    literacy
  • Excellent
    interpersonal skills;
  • Excellent
    communication and analytical skills;
  • Fluency
    in English or French with a working knowledge of the other. Knowledge of
    Kinyarwanda will be an added advantage.
